The larger size rocks this stuff contains are needed to add "beef" to your base material and without them, all you have is large size sand and you end up with nothing. The sand isn't really sand but is fine crushed concrete that surrounds and sticks to the larger pieces to form a solid base. The guys who are giving this product a bad review because of the large size pieces don't have a clue what they are doing. I use 90% base (step 1) and just a little sand on top (1/4 inch or so). Then that baby is solid! Spray it with water and this stuff hardens up like a brick. Super strong base for pavers or anything else that needs support.

Bought 5 bags, and had five helper empty the bages. Bages contained rock pieces over 1/2 inch in size (1/3 of the bag) with the remainder being dirt and crushed material. Seem like a pick 5 bags that were refilled and sealed from broken bags. Not a good but for my time and effort- and not worth returning !

I read the reviews of this product and was wary of the problems described. I went to my local HD and checked the bags they had in stock. Fortunately they were filled with fine crushed rock - no large pieces, which is exactly what you need to create a level base for pavers. Easy to use, I apply it by hand and add or subtract as needed. All good.
I notice that the website says "product may vary by store." I' guessing that's what the issue is - some local supplies of rock are not as good as others.

Filled with less crushed rock than sand, and the small stones are anything but. Some were the 2-3 inches in diameter. Additionally the bags are adulterated with shredded plastic and sticks. I spent more time pulling out large rocks than leveling.

Had an area with no grass that we wanted to add a paver patio. I initially leveled the existing dirt and sand area out and watered the heck out of it for a week to ensure the existing material had compacted. I then added 2" of the Step 1 Paver Base and ran a plate compactor over it two times in each direction. I then added an additional 2" of the Step 1 Paver Base, and ran the plate compactor again over it twice, in both directions. It is really important that you ensure there are no high or low spots (I kept it under 1/4").
I then placed a stick of 1" PVC Pipe along one edge of the area, and another 8' away. I then added 1" of the Leveling Sand between the PVC, and then pulled a very straight 2x4 along the two pipes (called screeding) to create a smooth, level surface. I repeated this until the entire area had been completed.
Was then just a matter of placing down the pavers, adding the border to keep everything secure, and swept some PermaSand in the joints, got it wet, and the patio looks incredible!

Originally purchased this product (25 bags) when the components were stone dust (or maybe sand) and smaller stones/rocks. Had no problem with leveling, laying the bricks. Went back to HD the other day to purchase another 10 bags and was told the company had changed the product and what they were selling was now the 'step 1'. As i told Pavestone in an email, "HORRIBLE" and they need to rethink the decision.
They have substituted the stone dust or sand with what appears to be dirt that does not compact well and replaced the smaller stones with rocks and even pieces of what looked like ceramic tile! like one of the other reviewers, i purchased 9 bags and returned 6.

I used 80 bags of this to install about 118 sqft of pavers. We have tough soil with a lot of clay, so I didn't make the base as thick. This stuff compacted nicely (got it a little wet first). It was like walking on concrete after it had dried and was compacted by a plate compactor. I know I could have saved some money by buying something similar in bulk for the size job, but I wanted to have everything delivered at once and like the ability to return unused bags.

Reading the various reviews i notice that there is a lot of confusion regarding this product... It is a base product to create a solid surface to build on. I used it a lot for steps and retaining wall to create a "footing" base, then use paver sand on top (2") where the stone or paver will sit safely! I highly recommend this product, save time in preparing a good base for the project
