It's a water proof?

No, OSB is not waterproof. This will turn into a pile of wood chips if left exposed to water or a very wet environment for too long. If you are looking for a water resistant sheet material look for marine grade plywood, the type used for building boats. If all you want to know is if it will stand up to weather then yes if it is primed and painted with a good exterior paint or other sealer. If you plan on using it for a roof then it will be fine under any Properly installed roofing material including the paint on stuff.

would not recommend for flooring. poor quality with lots of bubbles and loose pieces that peel.

Can it be used outside for a base for a shed. Is it pressure treated.

It can be used for a shed base if a vapor barrier is installed underneath it. Thickness choice depends on stud joist spacing. 5/8" on 12 inch 2x4 joist spacing is normal if the shed floor will be loaded heavily or if you just don't want to feel any springiness when you walk on it. That is just for example as heavier joists may be needed if the shed is bigger than maybe 8' wide. The example assumes the shed is on a patio slab or the floor is fully supported on center lengthwise if on blocks. This material is NOT pressure treated (read the description) so it isn't insect proof or rot and mildew proof. Needs a vapor barrier on side facing the ground. Do NOT place it directly on the ground.

After installing osb on new exterior walls I noticed that there were many bubbles and loose pieces not adhearing and peeling off. Not only did the price drastically increase this past year, the quality has gotten TERRIBLE ! VERY POOR QUALITY AND PRICED WAY TOO HIGH. The quality of most of HOME DEPOT products has gotten very bad. I would NOT recommend home depot for any wood products for building/remodeling a house!

Rated 2 out of 5 by from Poor Appearance & Quality Bought 25 sheets on Sunday 10-18-15. The edges are green and the tag says Norboard. I've bought approximately 60 sheets of Georgia Pacific from Lowe's in the last 4 months and this Norboard is no where close to the GP stuff from Lowe's. Comparing them side by side, the Norboard stuff is made of much smaller pieces and the rough side is all dimpled. It's resembles heavy hail damage to a car. Also, none of the pieces lay flat, they're cupped the long way. It'll work for what I need it for, but I just wanted to point of out the horrible appearance and quality

Rated 5 out of 5 by from more versatile than you think I was assembling a set of speaker boxes for my home theater. I was pricing wood, and found this stuff to be half the price of plywood. I figured "Why not?" and had them cut 3 sheets to my specifications. The stuff cuts and drills exactly like standard plywood. For my purposes, it was better than regular plywood, as I could cut the wood for its maximum use, and not have to worry about grain direction. This stuff stains very well. I used a water based stain, and was surprised to find that it didn't swell, like regular plywood would. When stained, it looks a lot like a Jackson Pollock painting. I am very happy with this. It made very sturdy speaker boxes.
