Yes, there is a locking hole. It is designed to keep out unwanted pests and to hinder/make it somewhat more difficult for people to access the cover.

I purchased two of these and I was able to install small locks in them. There is definitely a locking hole. Now...these are not "high security", the hinge isn't even secured. These are more just to enforce the idea that these power outlets are private and not for random use. Much like a front door lock, if someone wanted to break these they easily could.

For me, they worked fine. I was able to secure them so now the building maintenance guys will have to walk the extra 20ft and plug in to the building-supplied power and not my private power. Read Less

It is water proof either way, but make sure you install the foam gasket that is included regardless of which orientation you mount the cover.
