Dear Pops: No. This product does not have enough compressive strength. Home Depot carries Foamular 250 XPS foam board, however, that is used under residential concrete slabs etc., and would be ideal for your project. It has significant compressive strength: 25 PSI. In addition, XPS does not absorb water and is perfect for grade level installations.

If I wanted to add 'removable' insulation to a room since I am renting and can't 'install' insulation my self. Can I just adhere these panels to a wall inside the room?

Dear Lev: NO. Foam board is very flammable and must be covered by a "thermal barrier" in any living space, e.g. 1/2" drywall.
Unfortunately, there isn't any good solution for your rental, that you could attach to the interior walls.

I am looking for a panel that isn't as smooth as most extruded polystyrene panels (eps) so that poly spray foam will readily stick to it. We are wanting to use it as a barrier to protect the interior side of wood clapboard siding from the spray foam.

Answer: 
This is rougher surfaced than the pink or blue extruded polystyrene panels. I'd say it's even rougher than the foam used in packaging, so it should meet your needs. This might not be helpful though, a year after you asked!
