Is this the correct ballast?

I am replacing the ballast in my home's kitchen. This appears to be the exact replacement (original is not GE#. I bought it and went home ready to install it, but the enclosed instructions state in bold baps, "FOR COMMECIAL USE ONLY. NOT FOR RESIDENTIAL (CONSUMER) USE." So I'm very curious and concerned: Is this the correct ballast?

I took the original ballast with me to the store and the salesman compared the specifications on the two ballasts and told me the new ballast has the same specifications as the original ballast.

Does this ballast require shunted or non-shunted sockets. It seems to be an instant-start ballast, which I believe takes shunted sockets. Can someone confirm or correct this?

When the laundry room is cool, the lights don't come on immediately when you flip the switch to turn them on like when the original ballast was in the light fixture. There is about a one or two second delay before the lights come on. They do, however, turn off immediately when you flip the light switch off. I installed a new light switch, thinking that might be the problem, but the new switch didn't stop the problem. I'm surprised by this, because my research indicated that the GE ballast is supposed to be better than the inexpensive ones they install in the light fixtures at the factory. Now, I'm wondering if that is really true.

Rated 1 out of 5 by from I'm not happy with this product. There is an annoying delay from the time you flip the light swit... I'm not happy with this product. There is an annoying delay from the time you flip the light switch to the time the light actually comes on. So you wind up walking into a dark room before the light actually comes on. I bought GE because I thought it would be better than the one that was in the light fixture before. Now, I don't think so. I plan on taking it back to Home Depot to exchange it.
