Yes you can . These are a good way to join unlike materials as long as there is no high pressure involved , comon use is drain line which sounds like what your working on ,

2" to 1"?

will this connect a pair of 1" pvc pipes together without gaps or leaking? I'm making a homemade waterfed pole to clean some windows on the second floor and don't want to buy one already made for way more than I can afford.

No. It is to join two pieces of 2" material together.

Rated 5 out of 5 by from These couplers provide just enough flex I tried these rubber couplers to connect existing PVC pipe drains (coming off my roof at weird angles) to a 2" PVC pipe I installed 90 degrees to the ground (straight up and down from ground to roof). No combo of standard 90, 45 or 22.5 degree connectors would work. But these rubber connectors provided enough "stretch" to connect to the standard PVC elbows; the fit at both ends was very tight - a great product.
