Can this be used to build a garden bed?

Hi Brittany Yes this is natural kiln-dried wood lumber with no preservatives or additives. However any contact with soil will eventually cause the wood to rot but that would take quite some time and actually create a more organic soil. Good Luck with your project. BRANDERS

Would this be okay to use for replacing a top of a deck?

DR it would more than adequate but it's primary use is for framing construction. Home Depot has a wide selection of decking products that would be more suitable for a top of deck application.
