Answer:
As long as you have it piped out for drainage a 24 inch pan will do the job.
However, if its not piped for drainage it will hold a small leak until it fills up the pan.
If you had a pipe burst (Which is Very rare) it better be piped out for drainage or you will have a big water spillage. Normally Hot Water tanks have slow leaks that slowly seep out of the rusting bottom of the tank. Occasionally there

If you had a pipe burst (Which is Very rare) it better be piped out for drainage or you will have a big water spillage. Normally Hot Water tanks have slow leaks that slowly seep out of the rusting bottom of the tank. Occasionally there is a major leak but it normally happens over time. I would recommend a sensor to detect water leaking if its not piped out for drainage.
Just my 2 sense.

Answer:
A 24" would accommodate your water heater with enough volume to contain just about any leak.

Customer Reviews

Rated 4.2 out of 5 by 6 reviewers.
Rated 4.0 out of 5.0 by GOOD QUALITY This is a good quality water heater pan made of aluminum. The fitting it comes with works well with the pan. The pan dents and bends easily. It could be made of a thicker gauge aluminum so as to be sturdier and more puncture proof. August 16, 2016
Rated 5.0 out of 5.0 by Perfect fit ! New 40 gal Medium Rheem , fits great ... Gives about inch around on the 20 inch diameter water heater.. Plastic pans are fine if you have the room for it, seems those run big.... If space is tight this pan is perfect.... The bung is large and uses 1" inch PCV for the drain.... It should keep up with the larger leaks if it happens...... Just be careful as you can dent and smash this pan when installing.... If your water heater is out in the open and gets traffic around it, get the plastic... tucked away this pan perfect...... July 7, 2016
Rated 5.0 out of 5.0 by Great for what it is designed for! In the past when the water heater gave in, water all over the place. This time the water heater has this underneath and feel confident it will be a life saver.. December 11, 2015
Rated 4.0 out of 5.0 by A Must Have When Installing A New Water Heater Its nice because it includes the drainage fitting with it. On the other hand the price is a bit steep. December 15, 2015
Rated 3.0 out of 5.0 by Water Heater Drain Pan Easy ordering via the website. Only problem is you purchase site unseen and the pan I purchased had a sizable dent in it I notice during I store pick up. It was the only on they had in stock so I couldn't ask for another. No discount was provided to accommodate for dented merchandise. November 11, 2015
Rated 4.0 out of 5.0 by 22 IN. I.D. ALUMINUM WATER HEATER DRAIN PAN Be careful not to bend the pan. Perfect size for my narrow closet installation. August 11, 2015
