Answer: 
The only difference between these doors and one that is rated for fire is 1 ea label. That is all the difference oh and the price of course.

You can cut steel doors, however you will be better off going to your local HD and see a Millworks Specialist.

Unfortunately this door can not be cut down. I can suggest that you go to your local Home Depot and they can special order one that is the exact size needed and they can even include a doggie door option.

Looking to install a dog door in something like the premium 6-panel primed steel entry door... is it possible with the right tools or is the steel too thick?

Yes, the outer shell is thin steel. A nice drill bit and a wood/metal blade will cute right through it.

You are exactly right...you can cut these with the right tools.
For something this small, I'd recommend you to use what is called an oscillating tool to cut through the door.
To make sure both sides are evenly cut, you'd first need to measure and mark exactly where the cuts would go.
Once this is done, use an oscillating tool that has a blade made for cutting through metal.

This type of tool is sold at your local Home Depot and comes in many brands like Dremel, Ridgid, etc.
They aren't too expensive and make a great all around tool to have even after the dog door has been installed.
Once you carefully cut out the hole on both sides, you can easily install the dog door.

I looked through and measured the whole stack at HD and found out every one was 31.5 x 79". You can always cut off extra, but can never add wood.

Rated 2 out of 5 by from Too short Nice looking, strong door. My only complaint is that the door is an inch too short and we now have a large gap between the floor and the door. If you are going to have a steel door you can't trim, the manufacturer should really make sure that the door is the specified measurements. The hole for the dead bolt also had to be widen as it wasn't long enough for our Kwikset deadbolt set.

Rated 4 out of 5 by from Great Replacement Door I was replacing the back door at my MIL's house. The 1970's house's original door wasn't in great shape, had a dog door that was no longer needed and just wasting energy. Did have to seach thru a number of the doors at HD as these doors do ding easily, and a number of the doors in the store had bends so be careful to examine your door before you checkout. All in all very easy installation - only thing I would change is that I used the old door hinges, which had wider spacing for the screws, but with this door, the spacing was much tighter on the wood on the side for screwing them into place. I plan on buying one more to replace the door into her garage and will use this same door again.
