It does. The frame you refer to has a 5 wire cage, which helps hold the cover more securely. However a higher quality roller cover with a thicker, stronger core will hold the frame more tightly as well.

I know it says it is 9 in, but 9 in by what? I am looking for covers and some are 9 x 3/8 in and others are 9 x 1/2 in and so I need to know the dimensions of this product.

Answer: 
The second number (1/4, 3/8, 1/2, etc) only refers to nap size or thickness of fabric. The first number (9in) refers to the length of the roller cover. If a frame accommodates a 9in roller cover, the nap size should not matter.

Rated 2.0 out of 5.0 by Bumpy rolling, covers slide off, metal frame slides in and out of plastic handle For me this was not worth it to go the cheapest route. I'd only recommend this if you're using it for light-duty stuff. I was using it with a pole to to put some Kilz on the smooth side of some OSB and was pressing in a bit to try to fill the cracks (admittedly, should have used a higher nap roller cover). The metal frame came loose from the plastic handle so now it slides in and out when I'm trying to roll with it. When it was working, I found that it was definitely not even and smooth through the rotation but bumped along with the frame. Also found that the roller covers tended to start to slide off with moderate use. Getting something better for a replacement. September 15, 2015

Rated 5.0 out of 5.0 by Excellent roller frame I see a few negative reviews here, and maybe I just got a good one, but I have used the same roller frame to paint the complete interiors of 2 houses, over a period of about 4 years, with no problems at all. The roller is secure over the width of the frame and I have never had a roller try to come off on me or get filled up with paint inside as I have had with other brands. It rolls well and evenly and after all these years it is still my "go to" over more expensive frames that I had bought out of curiosity rather than need. I say save your cash and get one of these. I have just recently tried to use one for painting exterior stucco and the handle lost it's bond with the metal frame. Not good, good thing it happened when I almost finished with the section I was working on. I'll have to get something better to finish the rest of the project. July 27, 2013
Rated 3.0 out of 5.0 by review I found this product quite adequate, it's a simple tool and like all tools when kept clean can last a long time. The only fault I found was roller slip, meaning the felt coated roller would at times slip longiitudinally over the roller support, this could be attributed to an aggressive technique of rolling paint ,as I have seen this in almost every roller I have ever used. Rated 2.0 out of 5.0 by Too lightweight. I find this roller to be too lightweight and flimsy. If you're going to paint more than one small room with a smooth painting surface, spend the extra money and get a decent roller. Especially if you're going to use an extension handle. October 17, 2013
Rated 5.0 out of 5.0 by Good Roller Frame This was used to apply roof coating to a 48 x 16 foot tin roof. After the first application, the roller fit was loose and kept sliding off, but the frame was easily 'adjusted' to hold the roller again. This is a great tool, especially for the price. May 29, 2013
