Can this be used where a horse may walk on it

These grates are designed to support people walking on them. I would worry about a horse walking over the grates. This grate opens to a 6" pipe below. Worst case is that the grate breaks and the horse hoof falls into the pipe below. NDS would not recommend installing this where the horse could walk on the grate.

It is very common for these grates to be installed outdoors in concrete floors. You will want to have this sitting in a sewer and drain coupling that is placed on top of the drain pipe. Cover the top of the grate with masking tape to prevent concrete from getting in the pipe. Pour concrete, remove tape, and smooth concrete around grate. This grate will support pedestrians walking on this. If heavy wheeled objects will be rolling over the grate, it would be best to cover the grate with a piece of plywood before rolling over the grate.

Can it be drove on by a lawn mower

Yes, the grate is strong enough to be driven over by a lawn mower. You will want to be sure the grate is secured to the pipe or fitting below. The suction of the mower could pull up the grate resulting in the grate being damaged by the mower blades.
