Answer: 
Yes, the All-Surface Thin Profile pad is safe to be used on vinyl planks. You would place the embossed rubber side down - fiber side up on the application of the pad under your area rug.

Answer: 
Yes, our All-Surface pad will not stain or discolor your cowhide rug. On a carpeted surface we would recommend the fiber side down, and embossed rubber backing facing up. The pad is firm enough so that it should help your rug from wrinkling on the floor, and ultimately sliding around.

While the sound reduction is minimal, coupled with an area rug on top of it it will aide in sound deadening properties. Other factors though would be the amount of floor space covered, and non covered which would impact the effectiveness.
