Yes, the seat is included, and it's one that has the slow-close feature (i.e., it doesn't slam). Everything you need to install and use the toilet is included - unless you need a new flange (this is the metal disk that's attached to the sub-floor).

If you are measuring 10 1/2 inches from the wall to the center of the toilet drain, yes, it will fit just fine (I had about 11 inches and have 2-3 inches of space between the tank and wall)

If your Rough In = 10 inches then you will have a great fit. Avoid the 12inch Rough In models.
I had a measurement of 10 inches from the bolts on each side of the bracket (that the toilet gets bolted down to) to the wall. Exclude any trim from your measurement and only measure from the wall to the bolts.

There is no reason for it not to fit since this toilet has a 10" rough in, the toilet will just sit 1/2" more away from the wall.

Answer: 
Rough in is the distance from the wall to center of the hole on which the toilet will sit. Equivalently, the distance from the wall to where the closet bolts were ll be installed. It is usually 12" but sometimes 10".
I am away from home so can't measure the seat height. Home Depot on line shows many options for Cadet toilets. Bowl height is one of the specifics shown for each option. Hope that helps.

some bathrooms are very small and the 10 inch rough in means the flange bolts are approximately 10 inches from the wall. This can vary slightly. Industry standard is a 12 inch rough in. If you are putting in a toilet in a new location I would highly recommend the 12 inch rough in. 10 inch often is a special order and are more costly than the standard 12 inch rough in.

Rough is the space from wall to the toilets floor bolts .Roughs are usually 12 inch but can also be 10 inch or 14 inch. I did that mistake many years ago I did'nt measure just assumed it was a 12 inch rough toilet. It was'nt it was a 10inch rough. I had to rip the tiled wall behind toilet to fit it in. Hard lesson learned.

The distance from the wall to the center of your plumbing, or where the closet bolts will hold down the toilet is the rough-in distance. Height from floor to seat depends on the actual 'seat' height, not including the lid. If you choose a toilet that is 14 3/4in. tall and add a seat 1 1/4in. (including the 'bumps' under the seat) this will give you a total height of 16inches.

1) Rough is a measurement of where a toilet will sit in a room and includes the distance from the outside surface of the wall to the center of the sewage drop in the floor. Most toilets are set up for 12 inch rough in, which means that when the toilet is installed the back of the water tank is a minimum of 1" away from the wall. This space between the wall and back of tank allows air to circulate and carry away condensation caused by cold water cooling the tank upon entering. A 10 inch rough in is a measurement from the outside surface of the wall to the center of the sewage drop in the floor. The toilet must be designed more compactly to maintain the air space between wall and back of tank.
2) Seat heights are set up by standards and are common for different installations, like ADA compliant which means the toilet must be 17 to 19 inches from the floor. Read Less

Unfortunately I had to special order since HD does not carry 10" setback toilets in stock. The box was a horrible nightmare of crushed cardboard upon picking it up. Had to open and inspect contents. Wax ring was crushed and not usable. Had to buy a new one even though it was supposed to be included. Store response was I would have to send the entire package back and get a new one. I had already waited nearly 2 weeks and wasn't going to wait longer. Water in-feed area is cramped and difficult to complete the connection. Mounting bolts are mediocre at best, upgraded these as well. Installed fairly easily after upgrading and replacing damaged ring and working around the tank in connection. April 9, 2015

Never needs multiple flushes Cons: 1/2" flaw in porelain at bottom of the bowl causes it to look like there's always a dirty spot or something on the bottom of the bowl. After several months, toilet started running, very breifly several times a day. Replaced flapper with a "generic" brand with no improvement. Replaced flapper with brand name flapper specified by AS (which had to be special ordered as HD does not stock it and cost almost $30) with still no improvement. Any water savings by reduced flush reservoir is being negated by constant short refills. January 7, 2016

There was only one Home Depot in all of Miami metro that had one in stock. This one. Unfortunately, after it was installed, it leaked. The plumber told me it was defective. It took me about a month to order a replacement online and take the defective toilet back for a refund. But the replacement works fine. It works very well and takes little space.
