Answer: 
No, it is not recommended. As a plumber I can tell you that I use fiberglass pipe wrap on hot water pipes. Polyethylene has a low melting point.

Answer: 
Tubolit will work provided the fluid temperature is below 180F. Also, we recommend that the insulated pipe be put into a PVC pipe as a conduit to prevent compression of the insulation when buried.
