I'm repainting my house and need to estimate how many gallons to buy.

Is a primer required?

I have about 15 brown vinyl shutters that have been up for 14 years. The paint color has faded but the shutters themselves are in great shape. Do I need to first apply a primer before painting with this paint? Ken
