Thanks for your question! Before applying your floor paint, we recommend removing the vinyl flooring completely. Once you're back down to bare concrete, we recommend etching the surface and applying our Concrete & Masonry Bonding Primer, which can be viewed here: http://www.homedepot.com/p/BEHR-Premium-1-gal-Concrete-Masonry-Bonding-Primer-88001/100129649?keyword=behr+concrete+primer. After the floor is cleaned, etched, and primed, you can apply your floor paint. We don't recommend applying our Premium Plus Interior Flat paint to a floor, however our Porch & Patio Floor Paint would be a great option. Answer: 
The first thing will be to clean the floor of any glue or other dirt. You could rent a concrete floor grinder with scraper blades to remove excessive glue. There are also chemicals for removing glue but I'm not able to recommend any. Once the floor is clean, I would use a roller to apply the paint.

Would have to remove the vinyl flooring. Use an adhesive remover to remove all adhesive from the floor. Then can etch the floor. Once etched would use a Behr bonding primer. Then would apply a Behr 1-part epoxy of your color choice.

I would suggest using an epoxy type paint and mostly a roller,although a brush for near the walls.

Rated 4 out of 5 by from Cover up! I bought this paint to cover up a portion of bead board in my house that was painted black. Everything else was white in my kitchen except this one piece of bead board and I finally got around to painting it this month. This paint did and excellent job. I did have to sand down the bead board a little bit and underneath the black paint was purple but the paint cover it right up with about 2 to 3 coats! Which i expected that many coats because of the dark color going to white. Now my kitchen is all white and beautiful! Thanks HOME DEPOT

Rated 5 out of 5 by from Very nice pure white semi-gloss interior paint This paint is glossy enough and perfect for a custom built closet. I used a roller and fine paint brush and you can not tell that was used when it dries. I tried it in a sprayer but was too thick and had to thin it down. It was too thin for my use so that is why I used a roller and a brush which worked great. Here are pictures of the closet it was used in.

I purchased the ultra white color. It took 3-4. Coats to get a solid color. I do not have time to paint something 3 or 4 times... would never buy this again.

Rated 3 out of 5 by from coverage is tricky I seem to struggle with coverage with this paint in white. Maybe I apply it too thinly, but I need multiple coats to achieve it's claim of "excellent hide". That's painting a light colored wall, mind you. I wonder how difficult it would be to cover a dark wall with the ultra pure white. Rolling achieves better results than brush. Dries very quickly so if you notice a drip, get it fast or it's difficult to brush it out without unsightly drag marks. When done, it leaves an awesome finish. I use it because I feel behr is the best paint out their, but I find myself working harder to apply this paint in white than I do their other products.

Rated 4 out of 5 by from Nice paint! The paint is good quality. What I was really impressed with was the service I got from the young lady who assisted me. She worked diligently to color match a shade from the lid of a paint can at least two years old. When I decided on the type of Behr paint, she mixed the color. Applying it to the wall at the house was smooth and the match was perfect!

Rated 5 out of 5 by from DOES WHAT IT READS PAINT GOES RIGHT ON AND OVER COLORS MAYBE A LITTLE EXTRA WILL DO THE TRICK. IF DONE BEFORE IT DRIES YOU CAN CLEAN YOUR EQUIPMENT IN A SINK WITH HOT WATER. EASILY COMES OFF OF THE FLOOR WITH A THIN RAZOR.
