Answer:
The higher the altitude the lower the air pressure. This means it will take longer for the pump to run reach a desired air pressure but the effects will be negligible for pumping up tires etcetera.

Answer:
It looked like mine was a return so it was already charged fully when I got it.
But the built-in charger was 500 ma and the battery was 17 AH. So the longest it would take, assuming the battery is fully depleted would be about 34 hours.

CUSTOMER REVIEWS

Rated 3.5 out of 5 by 59 reviewers.
Rated 1.0 out of 5.0 by Junk !! Lasted 11 months, charged it like the directions said. Stopped charging. Just like the other reviewer said it will cost around $50 bucks to ship it back.. by the schumacher .. May 21, 2016
Rated 1.0 out of 5.0 by JUNK! Don't waste your time on this unit. This unit would not fully charge no matter how long you had it on charge. Only the two red lights come on and you never get a green light showing the unit is completely charged. I tried TWO different ones and had the same problem with both. Upon returning the HD associate even commented that they are junk. May 21, 2016
Rated 5.0 out of 5.0 by Very Handy Item The car jumper will come in extremely handy when I need to jump start my car or charge something like cell phone, laptop, mini pad ...ect it is an item everyone should not be without. April 27, 2016
Rated 5.0 out of 5.0 by Everything and more I bought this to start a vehicle with a completely dead battery. Though it didn't start it on the sub zero day, it did turn over and once the temperature went above freezing, I started my truck. It has many extras that I'll use over and over camping. Great to have a multiple use item. March 8, 2016
Rated 5.0 out of 5.0 by Convenient and serves multiple purposes I had purchased several different types of battery chargers. I bough a tender a jump box and things like that. This product is great you can travel with it has cables, light, usb ports, a power plug, and an easy handle to grab on and carry. March 29, 2016
Rated 3.0 out of 5.0 by Depends I've been using this battery pack for more than one year. For some uses it is great, for some it is so-so. PROS - very sturdy, easy to drop in a truck - enough juice to power various electronics, did not push it to 500W (I doubt it could) - convenient USB port for energy hungry smartphones CONS - the back is used by the car jumper cables - air pressure will be enough for 1-2 tires, and only just to add some extra air Never used - car jumping - inverter to 500W limit NB!!! It is very important to keep the juice moving if you don't wan't to change the battery in less than a year. I discharge and charge the battery once a month which keeps the battery capacity at good level. January 7, 2016
Rated 1.0 out of 5.0 by Poor Quality My husband purchased this as a gift for me to take camping. I used it a total of 5 times and it will not hold the charge. Goes from full charge to needs charging overnight without even using it. Contacted the manufacture(it is not Black and Decker) and received an RMA to return the item. I ask wouldn't that be expensive? They said to use US mail it was less expensive. Found the cheapest way to return it is almost $50. It sells for $100 when on sale. The warranty is kinda useless if you have to spend half the purchase price to get the warranty honored. Very disappointed, will not buy this brand again or the Stanley charger. They are both made by the same company. December 26, 2015
Rated 3.0 out of 5.0 by short battery life The unit is packed full of features. I could see me on a trip to the mountains needing most of them. After charging, naturally i wanted to play with my new tool. I started my 4wheeler, charged a phone and even plugged in a light. Two weeks later i tried to jump the 4wheeler and there wasn't enough juice to make it happen February 10, 2016
