I know this is an older posted question but I agree with the other poster. I don't know about the mange because mange is caused by a mite (scabies) which you do NOT want to deal with. We used wheat straw for our 110 lb. rottie in his dog house for his 11 years on earth. Change your wheat straw out periodically for the skin health of your dogs. Answer:
You may not find wheat straw up north at THD but I lived in north central PA many years and it is available. You may try a feed store or landscaper, and you should be able to find oat straw which will do the same thing.

Answer:
This is not an item that is sold on the website and is what they call a "regional item" (not sold in every store). You have to call your local Home Depot to ask if they carry it in your area.

Barb,
On this product's page, below the price, is a link that will allow you to indicate your local store and if you have indicated a store the page will confirm whether it is on hand. If there is none at your store you can view availability in other stores in your area.

Customer Reviews

Rated 2.2 out of 5 by 54 reviewers.
Rated 5.0 out of 5.0 by Good product at good price I recently reseeded my lawn and typically use a light covering of pine straw to help maintain the soil dampness and protect the germinating seed. I also needed some pine straw for several beds around the house. After reading some of the HD reviews on its Pine Straw I was reluctant, but needed 30 bales and the price was good so I decided to check it out for myself. The color and quality of the straw is good. There were a few pieces of sticks here and there, but nothing rotten or moldy. Over the years I've purchased and spread a lot of pine straw, and this product was as good as any pine straw I've ever bought. Not sure how it could be any better and still be "pine straw". I rated the product "Excellent". I've included some pictures, so you can judge for yourself. May 26, 2016
Rated 1.0 out of 5.0 by A bad deal I bought 15 bales of this so-called pine straw. Every bale was full of sticks, pine cones, moldy grass, and chunks of dirt. At best, 75% of each bale had usable pine straw. Because of the waste, I ended up paying more than if I had bought premium pine straw at $5.00 a bale and it took much longer to spread as I had to pick up the sticks and other waste. April 24, 2016
Rated 1.0 out of 5.0 by Poor Quality I purchased this pine straw from the Garner, NC Home Depot and it is nearly 1/2 leaves, sticks and pine straw that has already broken down into 1" shreds. March 31, 2016
Rated 1.0 out of 5.0 by Terrible pine straw at Fuquay-Varina Store Pine straw was wet inside the bale, supplier obviously baled the needles while wet. On top of that, the pine straw had a lot of trash in the bale - large pine cones, limbs, etc. Do not buy this pine straw at the Fuquay-Varina store - bad, bad, bad June 8, 2016
Rated 2.0 out of 5.0 by Skimpy sized bale One bale hardly covered 3 square feet. Half the size of a standard bale for the same cost. Will not buy from Home Depot in future May 25, 2016
Rated 1.0 out of 5.0 by Seeds growing in my straw mulch I bought straw mulch for 9.99 and expected pretty decent stuff. Put it in my garden and there is grass or something growing EVERYWHERE in it. I know it is the straw because I didn't put it in the walkways and there is nothing growing there. Not only a total waste of money but now I have twice as much work to do. Only gave this one star because it is required!! I would never tell anyone to buy this at Home Depot May 22, 2016
Rated 1.0 out of 5.0 by not pleased The bales were full of sticks and pine combs. Didnt spread well at all. Moldy in the center. Bought in brandon ms May 12, 2016
Rated 5.0 out of 5.0 by Great Pine Straw After reading other reviews, I was concerned how the quality would be. I was pleasantly surprised there was no junk mixed in with the pine straw. May 8, 2016
