Answer:
Hello: Thank you for your question. Horizontal blinds are meant to be tilted in the downward position. They may tilt upward slightly, but will have gaps between the slats. This is the nature of a horizontal product.

Customer Reviews

Rated 3.5 out of 5 by 217 reviewers.
Rated 1.0 out of 5.0 by "Balckout" is a completely inaccurate description These blinds do not block light in either of the closed positions. When tilted up, blinds do not close completely and do not darken the room at all. When tilted down, sunlight (or any outside light from above) shines right through the slats. May 3, 2016

Rated 5.0 out of 5.0 by Perfect fit These were the perfect match that we were looking for. August 6, 2016
Rated 2.0 out of 5.0 by Not what I wanted The slats do not let light through their surface--what you would expect with a "blackout" blind--but there is way too much light coming in-between. I read other reviews saying the same, but thought that since I am not trying to sleep in this room, I wouldn't be bothered by a little light coming through. But I am still blinded by direct sun with these blinds. You cannot turn the slats in the opposite direction (down instead of up) to accommodate a high sun. The blinds do not close all the way when you do this, and the reflected light is very bright. Either way, I cannot get sufficient light stopped to work with these right next to my desk. I'm quite frustrated with this. My third attempt to get something that would work. January 20, 2016
