Answer:
Yes - there are two rubber pieces; the smaller piece is used to attach the larger piece if necessary. However, my two pieces shredded when I attempted to remove the broken base. They are not very durable. I was finally able to remove the base by pushing the rubber piece against the broken piece.

Answer:
Yes it does come with the broken bulb remover. About half the time you can remove a broken bulb with it. Because most of the time the bulb broke loose from the socket. Because the bulb was put in to tight to begin with. If it is very tight in the socket base. This bulb remover will not work. But if it is just broken it will work fine.

Yes it does. The first item in the instructions in fact is the one about the extraction of the remaining parts if the bulb broke.

CUSTOMER REVIEWS

Rated 3.7 out of 5 by 216 reviewers.
Rated 1.0 out of 5.0 by poor design The extension pole won't lock, it is useless. The grab finger won't come off the bulb after screwing it in. March 1, 2016
Rated 5.0 out of 5.0 by No ladder needed I have mini-flood lights on a stairway. I wanted to replace the bulbs with LEDs. I have a ladder that is adjustable enough to work on a stairway, but figured that I'd be in the emergency room before the new bulb went into the socket. 2 minutes -- done -- no ladder hauling June 21, 2016
Rated 4.0 out of 5.0 by Good purchase I have been able to remove light bulbs which was my main reason for buying. However, I had a light bulb break and all that is left is the metal component. I have been unable to unscrew it using any of the items for that purpose. The Bayco web site does not have any helpful info about this item. I was looking for a diagram of the diffrerent tools and how best to use. May 31, 2016
Rated 5.0 out of 5.0 by best thing ever easy to change bulbs and use it to change the speed of the ceiling and turn light on and off. May 29, 2016
Rated 1.0 out of 5.0 by useless The spring trap slips off the bulb if you can't grab the bulb straight on. The suction cup will not attach to the new led bulbs. Needs a swivel at the end, and a better way to grip the bulb. Don't waste your money on this poorly designed product. May 30, 2016
Rated 3.0 out of 5.0 by Suction cup did its job I needed to replace a single floodlight which was a foot or two out of my reach. I first tried using the "grabber" extension tool. As other reviews noted, after you grab the bulb and try to unscrew it, the extension lock starts to unscrew instead, thus the bulb stays put. Switched over to the suction cup. follow the instructions about adding a little water to the cup and using the string to help remove it from the bulb and you should be good. Maybe practice latching the suction cup to a bulb in your hand before doing it for real April 30, 2016
Rated 1.0 out of 5.0 by Did not work Tried to use it on a ceiling canned flood light. It did not work as advertised,ie, it would not unscrew the bulb, . so I returned it. May 31, 2016
Rated 2.0 out of 5.0 by not very good doesn't work, doesn't provide attachment needed for light bulbs we have May 17, 2016
