Yes. There are two attachments provided for this purpose. One for regular bulbs and one for candelabra bulbs. I have not used them.

Yes - there are two rubber pieces; the smaller piece is used to attach the larger piece if necessary. However, my two pieces shredded when I attempted to remove the broken base. They are not very durable. I was finally able to remove the base by pushing the rubber piece against the broken piece.

Yes it does come with the broken bulb remover. About half the time you can remove a broken bulb with it. Because most of the time the bulb broke loose from the socket. Because the bulb was put in to tight to begin with. If it is very tight in the socket base. This bulb remover will not work. But if it is just broken it will work fine.

Answer: 
I have used the pole with a brush I use to wash my truck, it screws in and I can wash the top and it works fine. I also attached it to a broom head and use it to wash the eaves around my home to remove spiders and other bugs without dragging a ladder

I guess it would... but the basket needs to be LOCKED not just screwed... or when you'll unscrew the bulb the basket will also unscrew.

The attachments work with BR20, BR30, BR40 and PAR38 bulbs. The suction cup attachment might be able to work other sizes.

SUCTION-CUP ATTACHMENT FOR RECESSED FLOODLIGHTS
1. Thread the long string (included) through the eye on the base of the suction cup and then tie the string to the ear on the suction cup. The string should be several feet longer than the pole when fully extended.
2. Gently, but fi rmly, push the cup onto the center of bulb to form suction. (NOTE: Suction can be increased with a slight application of moisture.)
3. Turn pole counterclockwise to loosen bulb and carefully remove. Press new bulb into suction cup. Carefully lift and screw bulb into socket. Pull string to release suction.

Rated 1 out of 5 by from Garbage First, the attachment wouldn't stay on. The screw for tightening it wouldn't go in far enough, so when I tried to unscrew the bulb, the attachment itself unscrewed. I duct-taped it together. That did keep the attachment on the end, but it wouldn't grasp the floodlight. I finally, after many, many tries, got the light out, but the plastic cushions on the attachment were all broken off and would no longer hold a bulb securely, so I couldn't put a new bulb in. I also tried to remove a broken light bulb, and the attachment simply did not work, could not gain traction. Lots of features, but none of them works! This product isn't worth bringing home at all, and esp. not for $22. Returning it today. An extra trip to Home Depot for nothing. I'm heading for Ace Hardware for another brand.

Rated 1 out of 5 by from Not worth $20 The extension pole loosens the same way you loosen a light bulb so when you try to loosen the bulb the extension rod loosens instead. Very frustrating and we will be returning this item.

Rated 5 out of 5 by from Excellent tool This is listed as a light bulb changer but it is a tool that can be used for many other uses around the home. I use it to knock down wasp and hornet nest around the house and as an extension pole when washing my tall truck top, NOW with a little modification with duct tape I can extend my golf ball retriever 5-8 feet farther than the standard retrievers sold on the market. Yes it is a great tool and I am still discovering uses for it and I have a plan to use it when I paint in the near future

Rated 3 out of 5 by from It works sometimes Changed an interior cathedral-ceiling bulb easily. Note: be sure all three sections are tightened very firmly. It didn't have a strong-enough grip to change exterior flood lamps because of "weathering" of the connection to the socket. Design note: The designers should have taken a cue from a propane tank, which screws on counter-clockwise, because you need stronger torque unscrewing a bulb than installing it. As others have mentioned, the sections of this pole tighten in the counter-clockwise direction, so when the pole is turned counter-clockwise, the resistance of the bulb in the clockwise direction may loosen the pole sections.

Rated 4 out of 5 by from Inexpensive but did the job! Inexpensive item but it did the job. The suction cup attachment stuck to the lightbulb and detached, but the flood light attachment did the job. You need to make sure the sections of the extendable pole are tightly locked in place and that you seriously tighten the screw that holds the attachment in place so they don't loosen when you're twisting the bulb to the left to remove it, but once the attachment was on tight, it worked easily.

Rated 5 out of 5 by from I have a church with a light fixtures on a high ceiling. It makes it very easy to change light bulbs. This is the second one I purchased. The first was lost. I found I couldn't live without it. Not only is good for remove undamaged lights but the attachments make it easy to remover broken light bulbs. I don't need to carry a heavy extension ladder to change bulbs in track fixtures on ceiling beams.

Rated 1 out of 5 by from Product Review This product does not work with LED bulbs. At the time of use the contact came off from the bulb surface. This broke 2 LED bulbs which after I stopped using this product. Also the top installation of the extender broke after using it for very short time.

Rated 5 out of 5 by from Worth the price Getting old so wife won't let me get on ladder to replace pot lights in our 10 foot ceilings. Tried the pole light changer and it worked like a charm. Quick and easy. And no ladders in the living room!
