How is this preferable to cement?

I'm having trouble understanding how using rubber or plastic is better than cement? Cement is more environmentally friendly. It's heavy and won't blow away. Sure, it may not look as good. Yet, no HD in my area offers cement. Why is that?

Rated 1.0 out of 5.0 by Buyer Beware! Take a look at some of the other reviews, and you'll see that there has been a discrepancy in what is pictured vs. what was delivered for at least two years now. The customer photo is what you actually receive, while the nice looking one pictured with the product is no longer available. If you're fine with the one in the customer picture, then carry on. If, on the other hand, you'd looking for the one they actually picture (and describe!), move along. They have what you're looking for at Lowe's. September 2, 2015

Rated 5.0 out of 5.0 by won't blow out of place The product is heavier then the typical cheap plastic splash blocks and won't blow away during storms; but light enough to move around when cutting grass. The product seems fairly durable. The only negative was when they are shipped they put those styrofoam peanuts in the box. The splash blocks crush them and because of static electricty its almost impossible to get them off the recycled rubber mats and it creates a big mess whereever you open the box. Packaging them in bubble wrap would correct this flaw. I'm overall very happy with the purchase despite the poor packaging. June 11, 2011

Rated 1.0 out of 5.0 by This is an inferior product. The splash blocks I received do not resemble the photo posted -- they have flat, not textured surfaces and look very cheap. They also do not function properly, as they move with only moderate rainfall and then water flow from the gutter pushes them out into the yard. I am very disappointed with this purchase.
