I found the answer to my own question. The chartreuse foliage trailing over the edge of the pot is called Creeping Jenny.

Rated 5 out of 5 by from Bonne Plants 5-inch Rosemary review I bought one of these at my local Home Depot 3 or 4 months ago and its still doing fine. When I bought my little rosemary plant it was about 10 inches tall instead of 5. Very happy about that little bonus. Repotting it was quick and painless. I simply cut off the plastic around the peat pot. Then I took a knife and made a few slits down the sides of the peat before planting it in a pot filled with Vigoro organics potting soil. I followed that with a good watering and a one-inch layer of cypress mulch to form a ring around it. Pros: *Great quality plant. *Love the zero transplant shock packaging. *Very satisfying flavor. *Great price $4.98 for a 5-inch plant, in my case 10-inch. Tip: Make sure you never let soil or mulch mound up around your rosemary or any other tree or shrub--it will rot the plant’s main stem! All in all, 5 out of 5 Thanks for reading my review for Bonne Plants Rosemary 5-inch Plant.
