drills holes through cement filled masonry block?

I need to make 1 x 10" hole, and 1 x 8" hole in an exterior mason block wall. Don't want to spend $400 to rent the bits and hammer drill for this job, so would this toll do a good job to drill around the perimeter of such holes, with a 3/8" concrete bit for example?
