I bought a variable speed fan and it says do not use a solid state controller. Is this a solid state controller?

Yes it is a solid state controller. You can tell because the description of it includes the word "electronic". It is almost certain to cause the fan motor to buzz by distorting the AC wave form. Use a stepped controller instead, i.e., one with three distinct speeds. It will not make the motor buzz.

Will this work on 2-speed belt-driven whole house fans?

from what I'm reading online, people have attempted to used dimmers for lights on ceiling fans and damage the motors because the dimmer operates at 90V where the fan needs 120V. I'm looking for specs for the whole house fan to compare. this variable speed control says 120V, 3A, 60Hz. I don't know if the current matches (or needs to match) the fan motor. or how to wire it up. the whole house fan is wired up with a timer and a "high-low-off" switch currently... - thank you!

Do not attempt to control the speed of a two-speed motor which has a belt drive! The type of motor you have is probably a split phase motor although it could be a capacitor start motor. Both have a centrifugal starting switch. If you connect a speed controller to the motor you could destroy the motor.

Can this slow down a ceiling fan?

I have a ceiling fan that is too fast on the low position and want it to run at a lower speed than the current low position. Will this do that? And does it hum?

Yes it can slow down the fan very well and give you complete control of the speed. However, it is almost certain to cause the motor to buzz by distorting the AC wave form so if quiet operation is important to you, use a stepped speed control; most have three distinct speeds.

However, only about a quarter of a turn of the controller is useful. While the controller will slow the fan nicely, and to a very slow speed, the louvers that came with the fan remain closed and those slow speeds.
