What is the "waste factor" to allow when ordering? Total square footage needed plus 5%? or what?

Depends on the number of cuts or unique factors in your installation. However, for mine I ordered about 5% extra and that was fine. For a 400 square foot installation, I ended up with about a 5 gallon bucket filled with scraps, cut-offs, and waste. I also had enough boards left over to patch/fix any issues I have in the future.

How many different sizes in random sizes and what are the lengths

Sizes range from about 12" to 48", with 18, 24, 30, 36". Truly random, which is good if your sub floor is not perfect and it keeps cuts to a minimum when you get to the end.

Is this item enginneered flooring that can be installed in a basement?

Also, how is this item installed? glue or nails? Is there any kind of a substrate needed over concrete?

Armstrong (mfr.) says it can be installed in a basement. However, a vapor retarder (plastic sheet) should be placed over the concrete slab before the wood is laid. That shouldn't be a big deal because you are recommended to use an underlayment under the wood before it is installed anyways. The underlayment is a very thin foam sheet, that is 3' to 4' wide, comes in rolls, and you can buy in the flooring department, right next to this wood floor. Just tape all the seams between rolls when you install it. No staples, nails, or glue. You just insert the tongue in the groove, fold it flat, and it's locked. I was a little suspicious about it myself, but it works!

I have check with the manufacturer and it appears as though as of right now the material is on a back order status at least till mid to end of August. I hope this information is helpful.

Rated 5 out of 5 by from Professional look I installed this in a 250' room. I ordered 10% more than I needed but had very little waste. Random length planks made it easy to lay out. Follow the directions and go slow. The floor looks great.

Rated 4 out of 5 by from Looks nice We shopped this flooring at several stores. Turns out HD had the best price and other places wouldn't price match it (HD was slower on the time to ship it). The floor boards have some manufacturing issues. Some boards have slivers of wood left over from when they mill the tongues and grooves. (If you don't get all those tongues and grooves perfectly clean/clear, the floor boards have trouble locking and laying flat.) Once you get past that issue, this floor goes down pretty well. It does look good, but I agree with some other comments I have seen on line about engineered floors. It does sound & feel a little cheap and hollow. However, you get what you pay for, it is less money than a real hardwood floor. It took me and a friend two days to lay 400 square feet in three rooms (kitchen, dinning,and breakfast). I had to spend about another 1/2 day reinstalling wall molding and trim. My wife really likes it! Manufacturer's instructions weren't very good.
