does the cover snap on or twist on?

Use on horizontal exterior for air-exchanger system/

I have a whole-house air exchanger with intake/exhaust on exterior siding, about a foot off the ground. It looks like a large dryer vent. The current vents are like slatted louvers pointed downward (to avoid precipitation I presume. They are plastic and breaking/brittle. They fit in the 7.5 X 7.5 inch opening, over top of a piece of metal mesh (to prevent rodents?). This thing looks like it might work as a good replacement. Would they work for this?
