Hello Laurie,
Your interest in the product and questions are both valued and appreciated. The Cadet SoftHeat hydronic baseboard heaters are permanent mount units that screw into the wood studs in the wall behind the heater. They are connected, or 'hard wired' to a 240 volt electrical power supply line. They are ETL approved to install only in this manner. On page 3 of the instruction link below, it shows where the wire connections are made inside the junction box:

You have several different options available for a thermostat as the unit does not come with one, but that allows you to make your own choice. The first related product item below installs right on the unit, and the other two are wall mount options that work equally well. Your best bet for energy savings will be one of the electronic wall models.
Thanks again for your questions and hope you enjoy our first weekend of Fall. Read Less

Answer:
Thank you for your question.
The fluid in the Softheat baseboard is a non-toxic mineral oil based fluid which will not freeze. In extreme cold conditions while the heater is not being used, you may find that the fluid will thicken, but once you turn on the heater and it warms up, so too will the fluid and the heater will operate normally.
