Tubes turn on for 15 seconds then off

This ballast is not a direct replacement for the existing one. The old ballast had a single yellow wire and two pair of red wires. Two of the sockets had been connected together and then connected to the single yellow from the ballast. I split those apart and wired them to the two yellow terminals on the new ballast. I connected one pair of red wires from the old ballast to the two red terminals on the new ballast. I connected the other pair of red wires to the two blue terminals on the new ballast.

The two tubes start instantly when power is turned on but then go off in about 10 seconds. Disconnecting the power , then reconnecting produces the same result.

Did I make a mistake in the wiring?
