Yes ! it comes with everything. Pump, down spout, float valve, wire harness, both pullies and all the pads. You will have to supply the ducts, water to the cooler and electricity.
If you don't have a motor I would recommend a one horse two speed. They sort of idle along and use very little juice. (electricity not orange juice) Where a half horse struggles to move this much air. So at the very LEAST get

Answer: 
It comes with a new water pump and distribution system installed. You do have to plug in the pump -DA? and you have a few options in wiring, but the factory installation is what I use and it works fine.

Go online to Home Depot where you buy the 6500 CFM cooler and the motor options will just pop up at the bottom. Don't have a computer, or a cell phone? Go to the store. Then go to the "Pro" section for advice and they can pop it up on their computers. This is pretty common for most Home Depot Stores.
A 3/4 horse motor costs about $90. to $120. dollars.
A one horse costs about $20. dollars more.

My advice is to get the larger motor because of the increased Mass of the winding's This means the larger motor does not struggle to move the large squirrel cage (blower) as much as the smaller motors with less mass.
The idea that a smaller motor is cheaper to run is a myth. The opposite is true so always get the larger motor to move a larger resistance or mass. You can look it up on Wikipedia.
On the other hand if they try to gouge you for more than $150.oo dollars you should know that there are one horse motors from $125. to $149. and 3/4 horse motors for 20 to 30 dollars less. and it doesn't cost more for a two speed either and you should always get the two speed option on a large swamp cooler. Always.
PS. The Jetman does not get paid to review motors. This is the same advice that I do on my own houses.

it comes with a good one already fastened in, but not wired. Different motors can be wired differently, but this cooler comes with the wiring harness too. (For both pump and motor)

I am iimpressed at how quetly it runs. My home seems to cool off more quickly than the last cooler I purchased. I don't need to leave it on as long as I did with my last cooler. Kudos to you. Rated 5.0 out of 5.0 by It does what it said it would ! This 6500 cfm cooler was made for a bigger house so it works great in my smaller house when set to the slowest speed. So far it is costing me about 15 to 20 dollars a month to run, and I use it 18 hours a day. At 90 degrees or less this big cooler can make the house a little too cold. sometimes I have to turn it off, or switch to air only (no water) It came with all the parts for hook up, except for the water line and motor. It even had new pads installed. I would say it was a good buy that met my expectations. Donald Jetman. June 7, 2016

I just got my electric bill and it went up $15.00. I can’t wait to see next month when my Solar is installed I sent in my rebate from Edison. They are giving up to $300.00 back. July 5, 2016

Rated 2.0 out of 5.0 by Cheap Price for Cheap Product Will it help cool your house? Yes it will. Is it easy to install? Yes, if all the hardware is still attached. Is it high quality? Nope. The metal on these units will ding, bend, scratch, scuff, and drop a screw if you so much as sneeze next to it! Be sure to buy extra screws and bolts with thicker threads and i'd highley recommend using bolts with washer and backer nut where possible. The metal is thin and flimsy. If you are not concerned about appearance, and just functionality, this is a great purchase, and lets face it, the whole reason you would be buying an evap cooler is to cool - not stare at! It looked to be a nice solid piece of equipment at the store, but that was just its nice paint job, which comes off quicker than i would have expected. The venting along the filter doors is really flimsy and if the utmost care is not taken, they will dent very quickly. Just be careful when handling. June 16, 2014

We have it mounted on the roof and vented into all rooms just like our central heat. It is so much cheaper than central air and allows us to use it without worry of a huge P.G.& E bill.
