The Champion 46596 3,500-Watt gasoline-powered portable generator (not CARB) with 196cc Champion OHV engine features a durable tubular steel frame for protectionand the 4 Gal. gas tank helps run the generator for up to 12 hours at 50% load for long-lasting, reliable power. This generator includes an automatic shut-off when the oil level gets too low to help protect your machine from damage.

Answer: 
It refers to the compliance with air quality requirements in some states (mostly California). If it's "Not CARB", it means it does not meet those requirements on exhaust fumes & particles in the exhaust. Most models are "Not CARB" or you can pay a bit more for the same model that "IS CARB".

The California Air Resources Board, also known as CARB or ARB, is the "clean air agency" in the government of California. Non-carb compliant means its a polluter according to california C.A.R.B. emissions requirements which are the general guidelines that federal carb requirements follow as california is the most strict.

Computers and power-sensitive equipment require “clean power.” Clean power is electrical current that is consistent and has a stable signal, or sine wave. Is this generator safe to use for computers and other sensitive equipment that need "clean power"?

Yes. This generator uses a true sine wave. It is not modified or square which means it is acceptable for use on your home electronics.

Rated 5.0 out of 5.0 by Excellent Porduct. This generator exactly fits my needs. I needed one with a 30Amp RV plug, plus the regular 110v plugs. It easily runs my compressor, which my previous generator failed to do. But really any generator with a 2000 Watt plus continuous output rating would do the same, I'm sure. The feature I most appreciate about this generator is how easy it is to start. I've used it quite a bit, working at a remote site to run my compressor and various power tools, including a table saw. It starts on the first pull every time. I couldn't be happier with this product. I would definitely recommend it. April 26, 2016
Rated 5.0 out of 5.0 by Excellent Generator Ordered this generator and had it shipped to the store. When I picked it up from the store and took it home, it was clear that I'd made the right choice. Sat down and read the instructions from front to back. Then, I added oil and gas, and I think it started on the 3rd or 4th pull. Runs great, doesn't make much noise (it's not an inverter generator, so it's not going to be as quiet as one), and has all the power we might need. It has no problem running my 2-1/2 HP air compressor. We use it while tent camping, as a power backup for the house, and all sorts of weird and random things. I'm sure this unit will bring many years of portable power. November 18, 2015

Rated 2.0 out of 5.0 by Champion generator 4000 watt peak 3500 continuous I bought this generator the other day box was undamaged took it home open the box to my surprise the carriage was bent there was no damage to the box gas tank had chips around the gas cap I was a little disappointed at the quality control from the factory there was no damage from shipping I have read in the past other people having damage to their generators Home Depot after I told them it was damaged told me to return it and they would give me 10% discount I have decided to keep this generator it seems to run good but it's unfortunate that the company would send something out damaged July 5, 2015
