The Champion 46596 3,500-Watt gasoline-powered portable generator (not CARB) with 196cc Champion OHV engine features a durable tubular steel frame for protectionand the 4 Gal. gas tank helps run the generator for up to 12 hours at 50% load for long-lasting, reliable power. This generator includes an automatic shut-off when the oil level gets too low to help protect your machine from damage.

Answer: 
It refers to the compliance with air quality requirements in some states (mostly California). If it's "Not CARB", it means it does not meet those requirements on exhaust fumes & particles in the exhaust. Most models are "Not CARB" or you can pay a bit more for the same model that "IS CARB".

The California Air Resources Board, also known as CARB or ARB, is the "clean air agency" in the government of California. Non-carb compliant means its a polluter according to california C.A.R.B. emissions requirements which are the general guidelines that federal carb requirements follow as california is the most strict.

Computers and power-sensitive equipment require “clean power.” Clean power is electrical current that is consistent and has a stable signal, or sine wave. Is this generator safe to use for computers and other sensitive equipment that need "clean power"?

Yes. This generator uses a true sine wave. It is not modified or square which means it is acceptable for use on your home electronics.

I ran the thing on and off for four days in my travel trailer...AC, microwave, fridge and wall outlets (TV, phone chargers and a desk fan) all in use and had no issue with power. I even used one of those professional griddles for breakfast and those bad boys take a lot of power to heat up. I will say I chose the option of store pick-up based on some of the reviews. I just wanted to be sure of the shipping condition before I signed my name. All looked good so I made the committment and extremely happy to do so. It's worth it!! September 6, 2016
Rated 4.0 out of 5.0 by Great value for generator to run MIG welder and other power tools Shipment to Home Depot store for pickup was ahead of quoted schedule. Price was excellent. Some very minor damage to shipping box which cause a scratch on gas tank paint, but that is no big deal. Sturdily built, which is good, as I plan to use this for powering a MIG welder and other power tools in locations without convenient AC. Added oil and gas and it started on 2nd pull. Voltage was dead on even with angle grinder inductive load. Would have been nice to have two standard 110v sockets. August 30, 2016

Enough power to run the refrigerator and a few other smaller appliances at the same time. Easy to use. A bit heavy but with wheel set more portable than others I have owned.
