The toilet tank gasket needs a stainless steel washer to prevent leaks.
When replacing the toilet tank Screws inside the tank, the rubber grommet gasket is needed inside the the tank and a stainless steel washer at the bottom of the tank to prevent the tank from shifting and cause leaks.

Answer:
Hi Greenfix,
It is not imperative to proper function that the tank to bowl gasket cover the flush valve shank nut. It may fit in some cases, it may not in others. It must fit over the flush valve shank.
Best regards,

5/16 in. x 3 in. Galvanized-Steel Toilet Tank Bolts (3-Pack) is rated 4.0 out of 5 by 29.
Rated 1 out of 5 by from Stay away from this one... Do not buy this product! I just installed a set, and within 24 hours (yes, 24 hours) the bolt heads inside the toilet tank began to rust. Unbelievable! Brass plated steel inside a toilet tank is questionable if of excellent quality, and these bolts didn't even come close! Fluidmaster #6102 contains solid brass bolts and is less expensive at the "other" big home improvement chain. Ensure you get solid brass or stainless steel ONLY.

Rated 5 out of 5 by from the right product for the job I had to replace some disenegrated screws on a 20 year old toilet tank where it attached to the bowl. The screws and rubber washers did the job. Extremely easy to install and no leakage from the tank. I kept a small bucket under the new screws overnight just in case. No leaks! worked great. Be sure NOT TO OVERTIGHTEN the screws or the porcelain will crack and you'll wind up replacing the entire tank and creating a mess.

Rated 1 out of 5 by from looks decieve Bolts started to rust almost immediately, looks like brass but will be very, very rusted after several years

Rated 4 out of 5 by from DIY project Easy enough to take the old bolts out and replace with new ones. The only problem was the gasket that goes between the water chest and the bowl, included in the package, wasn't the proper one. Unfortunately found this out the hard way when the water was turned back on and the flood happened. The gasket that came in the package seemed to fit properly but was not thick enough to fill the area. I went back to Home Depot to purchase the right one only to find they don't carry gaskets for older toilets. I had to go to a plumbing supply store to purchase the correct one. Everything is back together with no leaks.

Rated 5 out of 5 by from ease of installation was an issue because of bath layout not product Easy to use product, by bath layout made access to one of the bolts a little difficult.

Rated 3 out of 5 by from Rusted within minutes Started rusting within minutes. Instructions lacking important details. Tightened both the same number of rotations and one of the rubber seals compromised and leak continued.

Rated 5 out of 5 by from Easy fix for leak between tank and toilet. While not liking to do plumbing, just follow the instructions and it is an easy install. It will take about an hour to complete. Just make sure to turn off the water to the tank.
