For replacing part # 10302 only, does the water need to be turned off?

Also screw (small bolt) holding it on just spins in place when trying to back it out, suggestions?

If you are referring to the handle for Moen faucets, then no you do not have to shut the water off. As for the screw: Grab the handle and apply gentle, outward pressure while turning the screw out. The new handle comes with a new screw and also a washer. Washer is installed under the handle. Remember to remove old washer.

I think you should. It seems like you are having more issues than just the handle since the screw won't come out. And if you accidentally turn the shower on while you're attempting the repair you could get hurt or have difficulty shutting it off.
Unless the screw comes out, it might be best to have a Plumber make the repairs.

Thank you for your interest in Danco products. As long as you do not mind getting wet if something slips, you can change this without turning the water off. As for the screw not wanting to come out, it may help to pull back on the handle as you unscrew it.

No, the water does not need to be turned off to replace the handle. Also, sounds like the screw may be stripped. Try unscrewing while simultaneously pulling on the handle...

You have to make sure the old clip is in perfect condition. They are somewhat fragile so they can easily be bent making re-installation difficult.
You also need to make sure the new cartridge is an exact replacement for the old one. Trying to force the wrong parts into the valve body will not work.

You also need to make sure the new cartridge is an exact replacement for the old one. Trying to force the wrong parts into the valve body will not work.
Finally, you need to make sure the cartridge is rotated to the proper position. Even a slight mis-rotation of the part will not allow the clip to go back in place. Often the clip will slide in partially but not fully. This usually requires a very slight rotation of the catridge to allow perfect alignment. DON'T FORCE IT. This always damages something.

Be sure that the ears on the cartridge are in the 12 and 6 o'clock position, and make sure the cartridge is all the way in the faucet. Sometimes the faucet body needs to be cleaned to ensure that mineral buildup is not keeping the cartridge from going in all the way.

Thank you for your inquiry. Depending on how badly it's stripped, you may need to get an extraction tool, such as http://www.homedepot.com/p/Vermont-American-No-1-No-5-Spiral-Screw-Extractor-Set-21822-0/202850655 and drill it out.
