Answer:
Most people think the pad cover that comes with the tool is just that: a pad cover. But it is actually the tool used to make the holes in the paper for better collection of dust. You could also use a pen or even a nail to create holes in the paper. Though, you want to be careful to not gouge into the pad.

Answer:
There is a device that puts the holes in the paper. First install the paper. Then use the hole puch tool to put the holes in. It has two sides to line up with the bottom of the sander. It is pretty easy to use and worked fine for me. Hooking up a shop vac captures most of the dust better than just to dust bag that comes with the sander.
If you use the round sander the paper already has hole in it,.

Answer:
Poorly, as the suction created by the sander comes through holes in the base plate. However, the sander comes with a punch plate the aligns the holes in the base plate with the holes you punch in the sandpaper.

I have arthritis in my hands, but I have to sand down the spackle on my walls before I can repaint them. Will this item work for sanding down the spackle? If not, is there another tool I can use to easily sand down the walls? I have tried the sanding blocks, but they don't work. I am trying to paint my living room/kitchen and I don't want to be sore for weeks on end just sanding my walls.

I have done that with similar sanders with far better results than hand powered sanding screens. If you want to go that route I would suggest the cheapest sander you can get your hands on (used) and expect to clean a lot of dust. DeWalt makes an excellent sander but it seems a shame to put it through such abuse. You may also be able to rent a purpose built drywall sander through Home Depot if they rent in your area. http://www6.homedepot.com/tool-truck-rental/Drywall_Sander/7800/index.html Read Less

Rated 5.0 out of 5.0 by Wonderful sander, easy to use. Replacing the sheets was easy. Like the long cord to the sander. May 3, 2016
Rated 5.0 out of 5.0 by Survived a lot of abuse Bought several years ago, used it for sanding my decks for re-finishing. Put it through a lot of abuse and it is still working fine. Did not use the dust collector. March 17, 2016
Rated 5.0 out of 5.0 by Great Sander with good storage bag I was surprised on the quality of this sander. Great power. The included storage / carrying bag is a nice plus. I highly recommend. February 23, 2016
Rated 4.0 out of 5.0 by funky switch The switch is a little funky on mine. It is hard to turn the sander on and off. I was sanding some things and my wife called me for supper. I went upstairs and about 5 minutes later I heard a buzzing coming from downstairs. I went down only to find the sander sanding away at the floor with no one guiding it. MAKE SURE THE SWITCH REALLY IS IN THE OFF POSITION or pull the plug before leaving it unsupervised. January 12, 2016
Rated 1.0 out of 5.0 by Dust collector useless Used the hole puncher as directed. Have been sanding for a couple hours, checked the dust collection bag and not a spec of dust. My garage, on the other hand, is now completely covered in dust. Took the sandpaper and collection bag and ran it and there is zero air flow going to the bag. Either I got a dud, or the design is way out to lunch. January 10, 2016
Rated 4.0 out of 5.0 by Great little sander. Completed my project with ease. Bought full size sand papers and cut them in quarters. Can be a little iffy to get the paper in, but not more than other Sanders. Dust removal system was not much to hang in the Xmas tree, but for the price I didn't expect much more. March 11, 2014
Rated 1.0 out of 5.0 by terrible, wears out immediately, good luck finding replacement parts The foam pad that holds the sand paper in place and keeps it from slipping off wore out immediately. I then proceeded to try to find replacement pads for it and they cost 70% of the original cost of the entire sander. Bought a milwaukee instead and found replacement pads easily and for cheap! I thought dewalt was step above base model tools, but they should clearly be considered a base model if not lower. October 12, 2015
Rated 5.0 out of 5.0 by It will get the job done If you are looking for a sander that will not make a mess this is it. If hooked up to a shop vac the dust is reduced by %95. You will use a lot of sanding disk this machine goes threw them quickly but is removing a lot of material in the process. I would advise to get this. Purchase sanding disk in larger size packs you will need them. The only reason I gave it 4 stars instead of 5 is the price September 29, 2015
