No, it does not. Personally, if I were getting this as a gift I'd prefer to buy the bits myself so I could choose the level of quality I wanted. But you know him better than I do, so HD will have some nice sets to go along with this. Also, a driver bit set will be needed if he doesn't already have some.

I've already drilled holes in wood and masonry using this drill with great success. It's variable speed based on how hard you pull the trigger. I put 5/8" holes in wooden roof beams like a knife through butter and put 1/4" holes into masonry with no issues. Haven't tried any type of metals/ steels just yet, but I imagine with a sharp drill bit, it'll do the trick too.

Answer:
Can easily drill holes, fits any bit up to 1/2 diameter. Excellent power to drill through any wood, most thin metals. Use high speed setting. Thicker metals would need to use increasing larger holes to get to the size desired. Not a hammer drill, so drilling in concrete not recommended, but one smaller diameter hole for a concrete screws is possible - just takes time.

My dad has a craftsman 19.2 volt and he was surprised at how much power this drill had, AND it lasted longer. I love this drill and have used it on a variety of projects. The quick charging batteries are a plus as well, even though you really have be using the drill for a LONG time to need to swap. I love the LED Light. My only complaint is that the light is a little high (tucked too close under the chuck), so the chuck casts a shadow of where you are drilling. I used the bag to carry shot gun shells at target practice. Every friend who has used it compliments it. Best $100 I have spent.

The two batteries and the charger are a plus since you're not waiting around for a single battery to charge. The bag is made of light material but it serves its purpose. I was pleasantly surprised to find that there is an LED which lights the work surface when you pull the trigger - I was unaware of that feature when I purchased it and have found it very handy when working in dark places like a basement or in a closet.
