Answer:
This is a pump to pump the water from the evaporative cooler pan up into the veins that put the water on the cooling pads of the cooler. The pump bottom needs to always be sitting in the water or it will run dry and burn out. The whole pump is not suppose to be under water (submersible) but yes the bottom part is to sit in the water usually about 2-3 inches of water in cooler bottom pan.

Rated 5.0 out of 5.0 by It works! Easy to install in swamp cooler. Works like new now. August 16, 2016
Rated 3.0 out of 5.0 by Mixed bag, previous one lasted one year I purchased this evaporative cooler pump to replace the one I purchased ONE year ago when our HVAC guy serviced our swamp cooler. Our handyman did the service this year as he has one just like ours at his home. He thought the pump was acting a little "glitchy" and recommended we prime it for 10-15 minutes before turning the swamp cooler completely on with the blower.Sure enough, it kept seizing up. My sister's son in law checked, and it wasn't working. He tapped on it, and it started, but not for long - hence the replacement., I am sure this is a fine product as far as pumps go. I think I just got a lemon. July 5, 2016
Rated 5.0 out of 5.0 by DIY level: Easy Very affordable and easy to install. As long as you can reach the cooler and open it yourself, don't bother calling a repair person. July 19, 2016
Rated 4.0 out of 5.0 by Nice Product! Nice cooler pump. I like the outlet hose extending upward from the base. This makes it easy to connect the hose to the pump without cutting into the strainer basket. June 28, 2016
