No, they are extra. There are two types. One is square and easy to install. The other is round, but gives you the option of mounting on an angle (I used the for the stair rails). Even with the cost of hardware, I figure the cost at about $4.00 per baluster. Wood, in the store were about $2.50 without the cost, and time, of staining or screws.

Only improvement would be to make the mounting plastic hardware slightly over-sized to hold the balusters firmly in place. If using with pressure treated lumber, after the wood shrinks the balusters are no longer held firmly, and will rattle. July 26, 2016
Rated 5.0 out of 5.0 by Great product, very few flaws. These were easy to install and look great. One bar was dented slightly and another had about an eighth inch hole in it. This was out of about 75 bars and it was easy to conceal. They had a lot of ounce and made a rattling noise when walking on the deck, but the stain on the deck helped with that and a small drop of silicone got the rest. June 1, 2016

These rails were easy to assemble and look GREAT! a Little more expensive than wood, but you never have to worry about power washing and re-staining them (if you've never done that before, it's a real pain!). I bought handrails for both the top and bottom rails instead of using 2 by 4's, which I thought gave it a more finished look, as well. For the handrails on the steps, I had to cut the balusters as they were too long, but cut easily with a cutoff wheel on my chop saw. Cut them at 45 degrees so they fit the top and bottom railing seamlessly. Although I put together several sections by myself, it is helpful to have another set of hands. Very quick shipping! Rated 4.0 out of 5.0 by Makes quick work of railings Used 2 packages to build a railing around a deep egress window well. The shorter length (26") works for a 3' railing if you place it between 2x4's turned on their sides. There's not really much to say, because the product is very simple to use. With longer runs, it can be a bit difficult lining up the top and bottom boards to get the section together (finally get the right side in, the left side pops out), but the time spent on this is far less than 2x2 wood balusters anyway. Saw a color that I liked better in the display in the store, but the color titles online didn't seem to match up, so I went with black. May 14, 2011
Rated 5.0 out of 5.0 by Excellent product, simple installation Used these to replace the rusted metal railings on my front porch. The ball style fasteners are included in the package with the balusters and make installation easy. No drilling 3/4" holes in your railings to hold them in place, just attach the quickball mount to the top and bottom rails and slide the balusters on. There is a certain amount of coordination involved, as with any baluster installation, to keep everything in place while installing the top rail. The balusters themselves are thin aluminum tubing with a vinyl type coating. Nothing fancy, just plain and workable. Exactly what I was looking for! September 13, 2011
