Why does it say you have to have a switch in the line? Is it because this is the only way to get into "manual" mode?

I want the sensor to supply power to a duplex (standard outlet) that I have plugged a small fountain pump and an LED light into. When motion is detected, the pump and light turns on for five minutes (selectable on sensor) and turns off when no one is around. I will tape the photo eye shut to allow daytime operation.
Wiring is as follows: 1: All whites go together on one side of duplex. 2: Black hot and black sensor go together. 3: Red sensor goes to black side of duplex.
Why doesn't this work?

Rated 3.4 out of 5 by 39 reviewers.
Rated 5.0 out of 5.0 by Saved the cost of two fixtures! This is a great replacement, as typical sensors don't last long in this hot climate. It save us from having to replace the entire fixture and then replace the other fixture that matches it in front of the building. July 12, 2016
Rated 5.0 out of 5.0 by So far so good Installed the same day I bought it. Did not take long as I removed the old sensor and installed the replacement. I double checked the directions just to make sure. Under 'test' mode the lights came on and I can see the red motion light also come on. Tonight will be the next test, but I'm pretty sure all is good. If you don't hear back from me, it is!!!! Just for the record, I am not an electrition . May 30, 2016
Rated 2.0 out of 5.0 by Not for even HD LED lights. I was told from HD that their outdoor LED carriage lights would work with this sensor but that is not true. The first one did not work at all and the second one worked but the lights flickered continuously. I finally went to an electrical supply house and got a good one that works with low power LED lights. May 25, 2016
Rated 5.0 out of 5.0 by Easy Replacement I bought this to replace a motion sensor that hasn't worked well for many years. I read the reviews that referred to this one not working at all or not lasting very long. I decided to take the chance and bought it. It looks good; the quality is good enough, as far as the apparent durability of the housing; it was very easy to install. The adjustment was simple. The flashing red LED was helpful in determining whether or not it was detecting motion. It has a lot of features, most of which I'll not likely ever use. It seems to work well, for now. I'll update this in a couple months, after I've had more time to evaluate. The only downside that I noted was the slide switches felt a little cheap. I'm not sure how they'll hold up. March 30, 2016
Rated 1.0 out of 5.0 by wasted my money it worked fine for about 2 month, then went south. stopped working for a few days. then started working again. this went on for a few weeks. then it completely stopped working. waste of money. too late for me to return it. now i realize so many others have the same problem so not recommended. March 4, 2016
Rated 1.0 out of 5.0 by Simply does not work reliably I had to replace an outdoor flood fixture and decided to add a motion sensor to it. This unit seemed to work correctly upon install, but after a couple of days, malfunctioned. That became a pattern. It would function correctly for about two days, then either go into an always on or always off mode, where the motion sensor didn't function at all. I'd have to shut it off and turn it back on the next day (after daylight) to start the next cycle. Checked the reviews on here to find multiple others reporting similar problems. Save yourself grief, and stay away from this unit. Home Depot should drop it from their lineup. I returned mine and purchased a Lithonia Lighting detector. Slightly more expensive, but has worked flawlessly. January 17, 2016
Rated 1.0 out of 5.0 by Worst motion detector I ever bought! The motion detector goes on when it's raining and stays on till it stops. It also goes on when it's snowing and stays on till it stops snowing, and when it's windy it stays on Till the wind stops. JUNK! February 5, 2016
Rated 2.0 out of 5.0 by FOR INCANDESCENT AND HALOGEN LIGHTS ONLY This sensor may work well. I can't speak to that as I bought it to use with a fluorescent outdoor light fixture. Did not install it because, while the packaging and even insert does not mention it, it does not function with any light bulbs other than halogen and incandescent. Called Home Depot to check after reading these other online reviews. also does not have any sensitivity adjustment. so, back to the store. at least i won't be wasting more time with it!
