Why does it say you have to have a switch in the line? Is it because this is the only way to get into "manual" mode?

I want the sensor to supply power to a duplex (standard outlet) that I have plugged a small fountain pump and an LED light into. When motion is detected, the pump and light turns on for five minutes (selectable on sensor) and turns off when no one is around. I will tape the photo eye shut to allow daytime operation.
Wiring is as follows: 1: All whites go together on one side of duplex. 2: Black hot and black sensor go together. 3: Red sensor goes to black side of duplex.
Why doesn't this work?

270 Degree Black Replacement Outdoor Motion Sensor is rated 3.3 out of 5 by 48.
Rated 1 out of 5 by from Terrible This DOES NOT WORK WITH LED, learned that 3 days after messing with the thing, bought all dimmble leds, then non dimmable, bought a switch, led capable, still the lights glow dull and then off. Does not say anything about leds.

Rated 1 out of 5 by from Does Not Last Works pretty much as advertised for 15 to 24 months, note that the warranty is only good for 12 months. Have bought 2 of these and they do not last, switched to another brand, I would not recommend.

Rated 1 out of 5 by from Flashes with LED bulbs I purchased this and two LED flood lights at Home Depot. With the LED floods - the sensor continuously flashes on and off. Switching back to CFLs, the flashing stops.

Rated 1 out of 5 by from Don't waste your time with this product. I'm on my second motion sensor light from Home Depot and this one has failed yet again. This system works well for about 1 year and then suddenly malfunctions resulting in the light staying on 24/7. My guess is poor materials/sensors. I wouldn't waste your time with this product unless you like doing repairs and/or only need this product for under a year.

Rated 4 out of 5 by from Good but not stylish I have installed three of these to replace a brand marketed as durable and sturdy. The first time are doing fine so far (two years). My only wish is that there was a design that did not look so space age and modern (obtrusive) for common classic home styles, be they simple ranches, arts & crafts, or Victorian.

Rated 5 out of 5 by from Motion sensor Product works fine for being plastic, other than being the only choice on the shelf and only white or black to pick from which neither go with earth tones or the rest of the bronze fixture, it works well.
Date published: 2016-12-08
Rated 4 out of 5 by from Replacement for outdoor light sensor Does the job and comes with clear installation instructions. As with all other infrared sensors, it is sensitive to wind causing the sensor to turn on the attached light.
Date published: 2016-09-29
Rated 5 out of 5 by from Retrofit to existing lights I installed this on my existing outdoor lights which did not have an existing motion detector. Bit of a retrofit but works great.
