Yes, the faucet arm consists of a short stationary section at the bottom, and an upper section that swings side-to-side.

Yes, swivels in all directions. (360 degrees if you have a round sink? LOL). Also, with pull down head...gives you that much more flexibility.

Answer:
Base plate is optional. You probably don't need it unless you're mounting it reusing an opening that's too big.

Is this faucet the exact same that is available for purchase from a professional plumber distributor?

I have read that Delta will sell lesser quality faucets to Home Depot and Lowes and sell the higher versions of their product to Ferguson or the big plumber companies with the same model number so consumers can't tell the difference. Is this the same case here with this model?

I had heard that as well, so I asked my installer and he said they get the same products that we do. My installer was from a local company, so I don't know if a large franchise/enterprise/designer gets special products or not.

Thank you for your question. Delta Faucet model # 9197-RB-DST is exactly the same faucet whether it is sold to big box store or a wholesaler. As long as the model number is the same, the faucet is the same for all stores.
Thanks.

Rated 4.9 out of 5 by 25 reviewers.
Rated 5.0 out of 5.0 by Great faucet Love the finish-it goes great with my new granite. Love the button to switch from stream to spray. It's easy to put the sprayer back & it stays in place. Overall very satisfied. August 30, 2016
Rated 5.0 out of 5.0 by Loving this Faucet Chose this faucet because of the great reviews and am completely satisfied so far myself. It's the most expensive faucet I have ever installed so I am counting on it lasting a very long time. I do love the on/off toggle for the shower spray and the easy retraction of the hose. It looks great with my new granite. September 6, 2016
Rated 4.0 out of 5.0 by Plastic Expected it to be more metal than plastic for the price. Otherwise, a nice faucet August 16, 2016
Rated 5.0 out of 5.0 by Beautiful faucet! I love Delta. Our entire house has Delta faucets and we have had very little trouble in almost 20 years. When we did have an issue, Delta quickly sent a replacement faucet with no cost or trouble. So, when we remodeled our kitchen and needed a new faucet, we knew we wanted a Delta. This faucet is absolutely gorgeous and it works well. Very good quality and it just makes our island stand out. The flow was nice and I like the toggle switch on the pull-down sprayer to change from the normal flow to a shower-type. The pull-down sprayer returns to the faucet easily and with a secure seal. I love that the handle only needs to go forward, which was a must for us because we did not have the room to go backwards and I prefer a side handle to a front one. Apparently, you could also install it with the handle in the front, because our plumber accidentally did that at first and it worked fine. It doesn't have some of the fancy features available on faucets nowadays, but it is also considerably less than those that do (although still pricey). July 15, 2016
Rated 5.0 out of 5.0 by A pleasure to use I did not install this item, so I have nothing to say about that. I simply use it. It's beautiful (the bronze color is gorgeous,) and it is a pleasure to use. I love how smoothly it swivels and the pull down sprayer stays firmly in place. Rather pricey, but I think in the long run will be worth it. December 15, 2015
Rated 5.0 out of 5.0 by I see the difference. Put a similar faucet in about 7 years ago. The nozzle hung down often and it let way less water through. Wanted to change to a different finish & get rid of the dangling nozzle & wow, what a difference. This one actually blows food residue off of utensils and the magnet works way better that whatever mechanical design was supposed to hold the other nozzle up. Pretty pricey, but worth it to us. February 10, 2016
Rated 5.0 out of 5.0 by Functionality = Superb, Looks = Exceptional Sure, I spent an extra dime or two for this faucet, but it is definitely worth it. I have been using this product for a month now. All aspects (pull out head, hot/cold lever handle, push button stream or spray) are working fine, including better pressure than my original faucet. I have black appliances and just installed "Santa Cecilia" granite counter tops. This faucet matches my counter tops, appliances, oak cabinets and tan tile floor quite well. Going with Delta is a change, but I have not been disappointed. This faucet really gives my kitchen a very modern look. I like that so much....looking to install a Delta "In2ition" shower system in my bathroom shower this winter. November 22, 2014
Rated 5.0 out of 5.0 by great faucet I have only one suggestion. Remove the small "C" and "H" from the handle. I assume they are there to indicate which way to turn the handle to get hot or cold water. These letters are superfluous and confusing. Intuitively, one would move the faucet opposite of what the letters indicate thereby causing confusion and frustration getting used to a new device. Also, anyone can figure out that if they are getting hot water, they must go the other way to get cold and vice versa. In other words the letters are not needed i.e. superfluous. Just remember " handle up" is cold. That is really all that is needed to know. May 10, 2016
