Answer: 
No: It does require a little stooping to reach up and unscrew the bottle from below the sink, although taking time and not force the threads to screw the refilled bottle back on seems to go easy without side stripping the threads.

Thank you for your question, Mark1. The soap dispenser can be filled from the top by lifting off the head and pump assembly. We recommend to use a vented funnel to fill the bottle.

I am sorry to hear that you are having an issue with your Delta faucet. We do not recommend putting any cleaners on the faucet. Any harsh chemical may harm the finish of the faucet. The Cicero aerator is non removable. To clean your wand(pull-out head) we recommend removing the entire head from the hose and soaking it in a 50/50 solution of warm water and white

I am sorry to hear that you are having an issue with your Delta faucet. We do not recommend putting any cleaners on the faucet. Any harsh chemical may harm the finish of the faucet. The Cicero aerator is non removable. To clean your wand(pull-out head) we recommend removing the entire head from the hose and soaking it in a 50/50 solution of warm water and white vinegar. Let the wand soak in the mixture for 10-15 minutes and then remove the item and reinstall.

Rated 2.0 out of 5.0 by Disappointing I loved the style and metal construction. Had a plumber install several years ago. Leaked within a week. Would have returned to Home Depot but then would have needed to pay the plumber another $100 to take it out and pay again to have it reinstalled. That would have been $300 in fees for installation and It would shut off if you fiddled with it for a bit. I called regarding a fix as I thought if it was only a gasket I could maybe do that. Was told it would need a $70 part. No one mentioned a free replacement part. Long story short after a few years of this the handle came off while I was trying to navigate it to shut it off.. The pin that holds the handle to the base was indeed metal but it still broke off with so much fidgeting to get it to shut off.. still like the style but not much to do when it leaks and you can not make the repair yourself. Now need a new faucet and will still have to pay the plumber. March 26, 2016
