Answer:
Yes the action garden defense owl comes with the fin. Perhaps take your receipt to your local Home Depot and let them you know you made the purchase but the fin was not included. I am certain they would be happy to give you one if there is one available

Hi Janus61, not sure if this would apply to your situation, but I had the same problem.
was going to return the original purchase, but was packing up, and looked "INSIDE" the owl.
the plastic fin was inside the owl I purchased. there wasn't any indication of that, but .....
in there it was.
good luck.

The Owl comes with a small plastic piece that when inserted into the slot, will move the head whenever the wind blows, giving the Owl movement that is very good at keeping rats and squirls away. I have found it most effective when I move the Owl every few weeks, as the critters eventually get use to it. Even moving it twenty feet seems to refresh the critter fears.

The plastic piece that you are referring to did come out during a bad storm, so I replaced it with a small piece of wood the same size as the original plastic, and it works just as well. Read Less

Owls in nature do hunt for other birds as well as small animals. Home Depots Garden Defense Action Owl is lifelike and a fin is placed in a slot in the back of the Owls head which creates movement of the head on a windy day.
Depending on the area being affected by the pesky birds you may want to place a few Owls in a few locations. Give it time and I think your problem will be solved

Hi dee.
Thank you for your great question.
Those darn pigeons can really be messy for sure. The Owl may work or even the Hawk. Both are predatory birds. You could also try putting up the Bird Spikes where the pigeons like to roost. The Bird Spikes will deter them from sitting over your deck and pool area.

It may be that a combination of the two will work well for you.
There is also an Ultrasonic Bird Repeller that may help you out as well:

Owls hunt for birds and because these garden defense lifelike Owls look real and the head moves with wind they are sure to keep those pesky birds off of your property. Be sure to occasionally relocate the Owls to give the birds the impression the Owls are more real like

Answer:
I would say yes most birds are frightened of Owls but the owl does have to be realistic. I think the size of this garden defense action owl will be realistic enough because of the the movement the head makes on a windy day is definitely a deterent and will keep those pesky birds away but be sure to occasionally relocate the owl in different areas

Rated 3.0 out of 5.0 by Not Bad Owl does work but needs to be moved constantly to keep the birds afraid. May 10, 2016
Rated 2.0 out of 5.0 by it's a fake owl. nothing more. I really wasn't sure what to expect with this purchase. Just have a few fruit trees and was taking a shot that this would keep the blue jayz away. no such luck. the birds actually stand on it. I suppose it may work in different environments, but not doing the trick here. May 3, 2016
Rated 5.0 out of 5.0 by Keeps birds off porch! We bought owl to keep robin off our porch. We had bird droppings everywhere with potential nest building materials lying about. We placed owl, the robin eyed the porch but never approached again. Worked so well we bought another one for patio. May 10, 2016
Rated 5.0 out of 5.0 by Good quality Good quality product, but doesn't scare away the birds! May 4, 2016
Rated 4.0 out of 5.0 by Very good value....so far the hawk has avoided it. I had a red tail hawk that unbelievably was stalking my chicken pen (even though it is fully enclosed). Hw would sit and intimidate them from a close tree branch and then he even hopped onto the ground and looked in at them! Never seen this behavior...but it freaked the chickens out so they hid in their coop all day. Placing the owl in a strategic area has worked for the last month. Just move it around every once and a while. Good qualiy bird, realistic movement with head and easy to fill with sand for weight stability. January 19, 2016
Rated 4.0 out of 5.0 by It looks good but haven't tried it yet I bought this to scare birds off the roof. As it's been cold, I have not yet put it in place. It's quite realistic looking and the head seems to move easily. The one thing that's a little annoying is the plastic vane you have to insert in a slot on the back of the head to make it even more responsive to wind. The slot is not cut all the way through (or wasn't on the one I received). I finally realized this and cut the slot all the way through. January 20, 2016
Rated 3.0 out of 5.0 by Nice ornament, zero effect on damaging squirrels A nice lawn ornament. I'd bought it because of numerous squirrels doing damage to my lawn and bird feeder. Put it within a foot and a half of the bird feeder, and within the first 12 hours ran off several squirrels sitting right there next to it destroying the bird feeder. So, at least with my squirrels, it had no noticeable effect. Looks nice on the deck rail, but of no value for repelling nuisance squirrels. December 6, 2015
Rated 5.0 out of 5.0 by It works!! The owl was so life-like when I picked it up from the store. The instructions say to fill the body with sand to weigh it down but I put small pebbles in my owl's body - worked great! I have moved it around to 4 different locations in my yard. My yard was taken over by the chipmunks and ground squirrels and nothing had worked, but this owl has made a huge difference. I cannot see any evidence of new holes in my yard - and the old holes look like they haven't been touched in a long time. I have had the owl for a couple of weeks now and I don't plan on getting rid of it any time soon. It has been a lifesaver for my yard. April 11, 2015
