The Eaton TR7740W-K Combination USB Charger with Tamper Resistant Receptacle quickly and easily provides consumers with the ability to charge their electronic devices directly from a standard outlet without bulky adapters that can be lost or misplaced. Additionally, they contain UL approved Tamper Resistant Shutters to ensure compliance with the 2011 NEC Article 406.12 that requires all 125-Volt receptacles in dwelling units to be Tamper Resistant.

No. In fact, you can plug in a USB cord with nothing on the other end and the light will stay off. Only on when charging a device.

Answer: 
Looking at the description: "LED indicator light notifies user that device is charging", so I'm guessing that the LED will be on as long as there is current flowing out to the device.

When charging any USB chargeable device, devices like an .mp3 player up to a iPhone or an iPad should be charged at different rates. For convenience, the faster the charge, the less you have to wait. In all rechargeable batteries, for the longest life of the devices battery, the slower the charge, like a trickle charger, the longer the battery will be "like new".

With a 1Amp charge rate, compared to a 3.5Amp charge rate, the 3.5Amp charge rate will charge faster, but wear the battery out faster. The slower the charge, the longer the battery in the device will last.

It does state 700mA which would not be "Fast and convenient" charging (maybe just convenient)
From experience in newer Bigger devices (large phones / tablests) with 700mA you would not be able to charge if using the device.. not enough Amps.. Maybe my device battery was flaky.. but this was my experience trying to look at Youtube video with a 1A charger connected to my Note 4 Phone

If you click on the "Product Brochure" link, you will get a PDF file that lists the USB ports as having a 700 mA rating. I presume that would be for both ports. I'm not sure if that means that you can get only 350 mA or up to 700 mA if you only plug one device in.
If you want faster charging than that, it looks like Arrow Heart, the manufacturer, makes charging stations that provide up to 2.5 A.

Note that the device will "ask" for current, so even if you have a 10 A rated USB port, your phone may only get 100 mA from it. The rated current is only the maximum that the port will be able to provide. Read Less

Rated 3.0 out of 5.0 by Could offer more Pros: -Looks nice. -Good price. -LED light goes on/off when something is on the other end of charging cable. I hope this means it doesn't "leak" energy like AC/DC adapters do. Cons: -Did not come with a wall plate. I expected it to, based on the unique shape. So I will have to find and buy wall plates... adding a little to the price. -Only has 1 positive, and 1 neutral connector. So, unless your outlet is at the end of the circuit, you will have to pigtail the wires, or give up on the rest of the outlets on that circuit. Other thoughts: -I convinced myself I didn't need more amperage to charge my phones overnight, so I'm okay with it not having fast charging. This may be a negative to some users, though. -Overall, I wish I would have bought a more expensive, but better outlet September 14, 2016

Rated 5.0 out of 5.0 by Yea! Never a lost or stollen charger again. I love this USB charger. This is easy to install. It charges all our phones. I just flipped off the breaker box before installing. It worked for installing two white wires and two black wires plus ground wire. You just can't wrap them around the screw the same as a regular outlet. It took about 5 to 10 minutes. Rather than have a bunch of USB chargers hanging off the wall, now I just have my devices plugged right into the socket. It's a nice thing for guests too. Who doesn't want an easy way to recharge their devices when they stop by for a quick visit? I had a bit of difficulty installing them into the wall of my old house, as the holes were a bit small. You should have no problem at all with a modern house, and with a bit of force, I was able to shove them in there. The one concern that I have with these sockets is what will happen to them in the event of a power surge, or lightning strike. I would be surprised if they survived, but so far they have been working great. In any case, the would do as well as any other USB charger, and the sockets are not too expensive. November 3, 2015

For this task, it fails miserably, with charging times longer than 4x that of a standard USB charger. Advice, get a different one. I tested charging the same phone three different times, starting at a 5% power remaining on my phone. First, with my fast-charger. Next with a standard USB charger, then with the USB ports in this device: Fast Charger: 38min. Standard Charger: 76min. This Device: >6hours. July 7, 2015
