It can be configured with the plug always hot and light controlled by the switch, with the plug and light controlled by the switch, or with the light controlled by the switch and the plug on a separate circuit. Don't follow the instructions provided in the package, though. They're absolutely 100% wrong. You'll blow a circuit breaker or fuse if you're lucky. Burn down your house if you're not. Answer: 
As a light switch and a plug and as a switch for the plug. there are two wiring options.
I did the former, I had a light switch in my closet that I also wanted a plug for my phone. this worked for me.
