Answer: 
11 kW means 11000 watts of power. There is no reference to any amount of time. You do need to consider time, though, if you want to know your energy usage. Typically you'd spend maybe 0.1 hours (six minutes) taking a shower, so you'd use 1.1 kilowatt-hours of energy. This assumes you're running the heater full blast.
You would never be interested in the number of kilowatts used per hour.

It uses 11 kW every moment that it runs at full power. If it runs at full power for one hour THEN it will have used 11 kWh (kilowatt hours). At lower flow or lower temperature rise it will use less power.

I installed this exact same model in a townhouse almost a year ago. The resident has two teenage daughters and they have never ran short on hot water. It is a 3 bedroom 2 bath (with 3 females) and this model handles two showers, the washing machine, and a dishwasher all at the same time. We purposely tested under extreme conditions upon the initial install. You'll be more than happy with this tank-less Read More

Yes, Sir James, the hot water is distributed throughout our home all at once, if necessary, when desired but the biggest benefit to my household has been the amount of $avings realized, compared to using the old hot water heater tank

Best is to download the install manual on the Home Depot web page. It is a one page easy to understand instructions "note". For the Eco 11 it requires that you use 1 x 60A DP. DP means dual pole or something like this. Note in the manual that there are 2 power lines to 2 terminals in the breaker plus ground. For the Eco 8 it is very similar but it requires a 1 x 40A DP.

You need to use a single throw 60A breaker. Depending on the age/style of your breaker box, you can simply pull the existing breaker and replace it with a 60A breaker. This does involve removing the inspection panel, and if you're unfamiliar/uncomfortable with electricity; CALL A PROFESSIONAL.

Rated 5.0 out of 5.0 by Works great as a water heater, but a slight issue in some applications Installed easily, small size fits well, heat setting is dead on accurate as measured at sink or shower, uses switch mode (PWM) triacs to regulate and stage heating elements so uses only the amount of power to regulate temp at any flow rate and does it well. At 11kw max it uses only a little bit more power than a standard tank water heater but only when water is heated, does not come on at random intervals to keep water in a tank hot, so actually uses way less power. The only problem with this and any modern unit of any brand is that the PWM method of controlling the heat elements causes massive amounts of EMI (electromagnetic interference) to be generated, radiated, and fed back up the power lines, so if You are an amateur radio operator You will get noise when someone turns on a hot water valve in the house, and if You use it in an off-grid power system some smart inverters like the Outback series will go crazy because the noise interferes with their CPU clock and power monitoring systems, which are the 2 problems I have. I fixed it by using a seperate dumb inverter to run the heater and prohibit the use of hot water during a QSO on the radio. Problem solved, great device ;-) May 4, 2016
Rated 2.0 out of 5.0 by Inconsistent and Unreliable Stability of water temperature is very poor, with constant water flow the temperature would cycle from cold to scalding, necessitating caution and constant adjustment. After about a year the water would not get hot. The outlet thermistor was bad. I contacted the company and I had a big issues with warranty repair because I didn't register the product. They reluctantly gave me two thermistors to replace the ones in the heater. The water heater worked again but the inconsistency remained. Eight months later and the water temperature is barely over 100 F. Bad thermistors AGAIN. Now I have to find new themistors!!! I am done with this product. January 29, 2016

The installation was not terribly difficult but the wiring requires good knowledge or an electrician. We get good heated water but this does not receive heavy usage and is really just for a sink. This is a first experience with a tankless system and more time is needed for a more substantial evaluation. I would add that most of my experiences with Home Depot personnel are good however no one could give much assistance with this product. August 9, 2016

The Smart heater has many advantages in addition to its comfort. It has alleviated space in the pump room for me to be able to install our very first filter system. This filter has enable us to use our cistern water for more of the family needs. Now my wife is using the cistern water to cook and prepare our meals. The filtered water, has also replaced the many gallons of bottle water, purchased.
