Is it for whole house use....

No, when it says "Single Point", it means one single faucet. And I would not recommend something like a bath tub even. This is just for a small sink.

What wire and breaker do I need?

My hot water tank has 2-30 amp breakers now. Will this work or do I need to re-wire for this tankless water heater?

This is much smaller than the draw of an ordinary tank type water heater. The double pole 30 amp breakers you have now will work fine with this, and in fact are slightly over kill, since this uses less than 20 amps. But do not expect this to be able to do more than provide hot water for beverages or maybe eventually fill up a sink. This is not a high volume heater. While 10 gauge wire would be safest, you could probably get by with 12 gauge. With a 220 installation, each branch provides half, so each only feeds 10 amps. But if an electrician does the installation, he will already know.
