Answer: 
No it does not. I use a charcoal chimney. Put a couple pages of newspaper in the bottom of the chimney, fill the top with the charcoal, light the paper and in 15 or more depending on the amount of charcoal, it is ready for grilling.

Or you can use one of those towers that use just newspaper to start them! (very good invention)

Rated 5 out of 5 by from good stuff I read the reviews and bought this a couple times. I can't complain at all. Lights quick and works for me. It's ready in 30 minutes and stays hot. I usually buy Kingsford, but only when it's two bags for $10. If it isn't on sale, I buy this.

Rated 4 out of 5 by from Good product for the money I grill 3-5 times a week and have been using Kingsford or Royal Oak (or a combination of both) for years. Picked up a bag of this to give it a try last week. I use a chimney starter and yes it is pretty smoky when you first light it but once it gets going the smoke disappears. I found it no more difficult to fire up than the other brands.. I was quite surprised at how hot the fire got and how long it stayed hot, I would rate it better than Kingsford in that regard. I would suggest trying a bag for yourself as the reviews of this product are pretty mixed.

Rated 2 out of 5 by from Ok to use: IF THERE'S NOTHING ELSE AVAILABLE! Needed charcoal...went to Home Depot...didn't see that killer sale on Kingsford that they run... So I tried EMBERS...after I read the review. Here's the skinny: SMOKES LIKE A CUBAN 57 CHEVY There was so much smoke lighting this charcoal that it made my neighbors think my house was on fire! It smokes more than a real smoke bomb does! PRO's: It DOES get hot and cook your food...no bad aftertaste. It's cheap. That's it. Buy Kingsford. and get cooking! (I'm returning the bag I bought and buying some of the good stuff!)

Rated 5 out of 5 by from Long Burning, Starts Quickly, Cooks Evenly On a whim, I picked up a bag the other week to see if this brand compares to the brand I have been using. The Embers brand started just fine and were ready to cook in about 15 minutes. They actually seemed to burn hotter than the brand I had previously been using. So with that, it appears I can use less coals in the future. The hamburgers cooked up fine with minimal flare-ups. I was impressed. It is competitively priced to the regular price of the other brand, so you don't have to wait for a sale to stock up. This saves space and money by allowing you spread the purchases out over time.

Rated 5 out of 5 by from Great stuff, Comparable to leading brands I'm seeing bad reviews. 1st I paid less than $10. For 30lbs of Ember (Kingsford is $19. For 36lbs). I'm waiting for the Memorial Day $8.88 for 36lbs sale on Kingsford. That said there's nothing wrong with this stuff at all. I got 3 hours out of 1/4 bag. I used 2 chimney starters, a News paper crumbled up, and a lighter. 1/2 hour later coals were starting to gray. No problems.
