Can this tool turn off the main gas line outside or in the basement

The tool is designed to make shutting off standard gas meter valves (similar to using a crescent or other pipe wrench), easier. It should not make a difference regarding inside or outside but check your meter and the input valve first to insure that the tool has the appropriate connector.

Is this tool can be used to turn on/off water metter on sidewalk?

Yes, the tool has the appropriate water shutoff valve connector to shut off near the sidewalk. Just make sure that you can reach the valve on the water pipe (in the sidewalk hole) because sometimes an extension is necessary to reach the valve from the top of the hole. Water main service people have such an extension tool but most homeowners do not and this tool may not be long enough.

Bought this one months ago and finally had a chance to use the water shut off here in Los Angeles County. Slot is way to short so has to use the cut out. Valve was tight so used a bar through the Gas shut off slot in the head to increase torque. With only small amount of pressure applied the head snapped right off. Looks like it's made of pot metal. Given the other reviews this tool serves only the scrap yard. Any stars is one to many

Rated 1 out of 5 by from Looks nice but not practical Bought this to turn off water main shutoff. Does not work. My shutoff main curb key is 5/16"x1". This wrench is a little too big for the key and it literally turns around without getting a good grip. Be aware that the neck is wide. If your curb key sits too close to the edge of the meter box, you may not have enough clearance to turn the valve. Try it on my gas main valve, neither does it fit. It's too bulky, not enough clearance. End up returning it to homedepot. Bought the other water shutoff wrench with longer stem and tee handle. Even though the wrench opening is a standard 3/4", it actually works on a 5/16" key. The main shutoff is very tight and I had to give it a good crank.

Rated 1 out of 5 by from Wrong sizes on every feature This is definitely a well made tool considering its 10 dollar cost. The problem is that the slots for shutting off the water and gas are way too large to be of much use. My water shut off and gas shut off valves require a 3/8 slot or cut out in order to fit over the metal rail, but this tool has 3/4 inch slots...twice the appropriate size. In addition, I could not use the hook or arrow device on the horizontal section to lift the heavy water main cover off of its seat, despite what the directions stated. I returned it and made my own tool out of plumbing pipe parts that works great. I screwed in two 1/2 wide by 3 inch long pipe nipples into a 1/2 inch tee connector to form the turning handle. Then I screwed in an 8 long pipe to form the vertical section. I finished by screwing on a 1/2 to 3/4 inch reducer piece and hack sawed a few cuts in the wide end to form the slot. I then removed the remaining material with a miniature grinding wheel on a dremel tool and then squared it off with a hand file. Voila, it worked perfectly! Cost about $8.00 in pipe parts, cheaper than the store tool and better. If you don’t have the desire or ability to grind the slot, you could always bring the piece to a machine shop and have them do it. This tool will last a lifetime and should be kept handy at all times in case an emergency requires water or gas shut-off.

Rated 1 out of 5 by from buyer be aware This tool is not a 1 size fits all. It fits 1 size penta nut on some main water cover, while it does not fit another smaller penta nut used in the same town. Unfortunately, the website did not specify the size. The tool looks cheap.
