Can they be laid on the grass or on dirt?

They are made of plastic , so there's no problem with moisture or rot, but I found that you really need a very flat surface to use them or they are simply not going to hold the tiles together. Frankly I doubt if that happens on a grass surface, and of course you'll kill the grass underneath.

If using on gravel, do you hammer them in on a hard surface first?

If I'm installing these pavers on paving gravel, I still don't want the pavers to move. I assume these clips will help with that, but I'm also assuming that trying to hammer these down with the rubber mallet while they're on the gravel bed would be pointless right? Would I hammer together sections on the driveway or something, then transfer that section to the area I'm installing in to?

The clips are placed in the slots on the back side of the tile and then gently tapped into place. This can be done over gravel.

Why are the enviro tile clips so difficult to use?

Having difficulty using the clips to join the tiles.
