How can I make a fine adjustment?

Putting the pin in one hole doesn't close the door. Putting the pin in the next hole causes the door to close and latch. I want the door to mostly close but not latch.

How do I adjust it

With the door closed, you insert the 5/32" Allen wrench in the hole at the top of the hinge and turn the it left or right, to increase or decrease the closing force. Once you have the tension you want, insert the pin in the hole to hold the tension.
